Overview of Act 1163 An Act Concerning Websites To Ascertain The Expenditure Data of State-Supported Institutions of Higher Education; And For Other Purposes Enacted during the 2011 Regular Session Requires presentation of expenditure data on a website operated by the university Expenditure Data relates to information regarding the spending of public funds Must adequately identify the purpose, amount, payor and vendor Requirements begin with FY2013. The website will ultimately display 10 years of expenditure data

OpenUA Timeline May ADHE begins promulgating rules for implementation of Act 1163 October 2011 – OpenUA site construction begins January/March 2012 – Validation of data and testing begins April/May Demonstration of OpenUA to campus stakeholders May 2012 – OpenUA “soft” launch to pilot group July 2, 2012 – OpenUA public launch to coincide with establishment of ADHE institution links

OpenUA Guided Tour Includes expenditure activity for UA entities where accounting is performed by the Fayetteville campus Displays expenditure records processed through BASIS system – including foundation funds via company 0392 and excluding agency funds Searchable by any combination of date, category, UA system entity or payee Site is updated monthly

OpenUA Links Link is currently located on Financial Affairs page at and at the Arkansas Department of Higher Education page at OpenUA will also be linked to the Transparency and Accountability page currently under construction and on the VC for Finance and Administration page

OpenUA Next Steps  Complete planned links  Develop a plan to answer inquiries resulting from information obtained through OpenUA o Who will monitor o How to route inquiries o FOIA protocol o Adequate staff resources

Overview of Act 742 An Act To Provide For The Electronic Filing Of Reports To Entities Of The State By State Agencies; And For Other Purposes Enacted during the 2011 Regular Session Requires a state agency required by Arkansas law to file a report, including without limitation a written report, with an entity of the state to o File the report in electronic form o Post the report on its website Effective 7/27/11
