Recycling Collections from Flats – working examples Beverley Simonson ROTATE Adviser, WRAP

Today's presentation Common ground to consider Communal food waste collections Chute recycling scheme Collection points on each floor Flats above shops Site improvements

Common ground to consider Flats are different from kerbside properties! Be prepared to consider site specific solutions for recycling Flats inventory - invaluable Be realistic with expectations for capture Cost per hh and per tonne may not compare to kerbside Take risk into account and be prepared for differing stakeholder opinion Be prepared for the time associated with stakeholder engagement Range of communication methods required - not just leaflets

Communal food waste collections

Stakeholder buy in important from the outset –Managing agents; TRAs; Trading Standards Bins should be located as close to existing recycling facilities as possible External bin must be secure - ABPR Provide caddy and liners Performance data still limited –Hackney 0.3kg/hh/wk (bin weighing) –Tower Hamlets 0.57 kg/hh/wk (fill rates, sense checked)

Chute recycling scheme

Two chutes side by side in blocks on Hallfield Estate (682hh), Westminster One chute converted to recycling with clear signage Residents provided with single use sacks to prevent blockages As easy to recycle as it is to dispose of refuse Recycling rate increased 0.68kg – 5.7kg/hh/wk (fill rates) High satisfaction levels amongst residents Low capital and revenue costs

Collection points on each floor

Recycling bins located in the chute room behind fire door or on landing Making recycling easy and convenient Caretakers empty bins on a frequent basis Encourage partnership working between Council & managing agent LBHF residents –73% now recycle more compared with the previous take down scheme –3.65kg/hh/wk – bin weighing

Flats above shops

LB Merton  Already provided blue sacks for refuse – to differentiate from commercial  Used existing property list & input from resident enquiries; refuse team; enforcement team; planning  Purple bags distributed for recyclables with comms 3 monthly  23% participation (Nov 09)

Site improvements

LB Bexley – bring scheme 13,000hh Set of three coloured bins Provided colour coordinated reusable sacks Focus groups for resident feedback Improved signage on bins Installed signage with map of estate & sites Strong comms campaign Increased recycling rate in target area by 3.5%
