Table of Eleven The 'Table of Eleven' is a behaviour-analysis model allowing legislators, policy makers and enforcers to get a picture of the motives for compliance or non-compliance of a specific rule in a specific target group. Table of eleven

Several dimensions Table of eleven  Knowledge of the rules: familiarity and clarity of legislation among the target group  Degree of acceptance: the degree to which the target group regards the policy and the rules as acceptable  Target’s group’s respect for authority: the extent to which the target group is willing to respect governmental authority

 Risk of inspection: the risk, as estimated by the target group, of being inspected by the authorities for possible violations  Risk of detection: the risk, as estimated by the target group, of a violation being detected if the authorities inspect  Selectivity: the perceived increased risk of inspection and detection of a contravention resulting from selecting the businesses, persons, actions or areas to be inspected Table of eleven

Theme Campaign The objectives of the theme campaign:  To gain insight into the way carriers deal with the new security provisions of the ADR  To identify potential difficulties regarding the new security provisions of the ADR  To gain insight into the motives for compliance or non-compliance of the carriers

Theme Campaign Results  Knowledge of chapter 1.10/ ADR 78%: familiar with chapter 1.10  Clarity of chapter 1.10/ADR 67%: new rules are clear  Feasibility of the security provisions 55%: moderate/good
