“Yet our distress comes from no failure of substance. We are stricken by no plague of locusts. Compared with the perils which our forefathers conquered because they believed & were not afraid, we have still much to be thankful for. Nature still offers her bounty & human efforts have multipli- ed it. Plenty is at our doorstep, but a gen- erous use of it languishes in the very sight of the supply.”  -- Inaugural Speech: Franklin Delano Roosevelt. Washington, D.C. on March 4th, 1933

Primarily, this is because the rulers of the exchange of mankind's goods have failed through their own stubbornness & their own incompetence, have admitted their failures & abdicated. Proverbs 29:18 Solomon said that without revelation, “the people cast off restraint.”  Israel at Sinai (Exo 32) 40 years later: “You shall not at all do as we are doing here today — every man doing whatever is right in his own eyes” (Deut 12:8). Several hundred years later: “…there was no king in Israel; everyone did what was right in his own eyes” (Judg 17:6).
