My vision for guardianship We have a fragmented system Our guardianship system adds to fragmentation in the name of protecting people’s rights A new system with advocates or Personal Ombudsmen available and accessible to people with disabilities Overlap with case management Additional authority decided upon by VCAT Managed by and accountable to the Public Advocate with appeal provisions to VCAT Independent of service provision
