REAP Districts Have Flexibility NCLB Strategist Training Spring 2006
REAP—NCLB Title VI-B REAP Purpose: Designed to assist rural school districts in using Federal resources more effectively to improve the quality of instruction and student academic achievement
REAP—NCLB Title VI-B Consists of two programs: Small, Rural School Achievement Program (SRSA) Rural and Low Income Program (RLIS)
REAP— SRSA Eligibility: Total ADA of less than 600 students AND Serve only schools that have NCES school locale code of 7 or 8.
REAP— SRSA SRSA initiative has two components: REAP-Flex-- Alternative use of funds authority SRSA Grant -- Program from U.S. Department of Education
REAP— SRSA What is REAP-Flex? Use of specific Federal Formula funds to support local activities to assist in addressing local academic needs more effectively. Does not involve a transfer of funds from one program to another. Gives LEA broader authority in spending “applicable funding”.
REAP— SRSA REAP-Flex What is applicable funding? The funds an LEA may flex include: Title II-A— Preparing and Recruiting High Quality Teachers and Principals Title II-D—Enhancing Education Through Technology Title IV-A—Safe and Drug-Free Schools and Communities Title V-A—Innovative Programs
REAP— SRSA REAP-Flex What LEA activities may be funded with the applicable funding? Title I-A-Improving Basic Programs Title II-A- Preparing, Training and Recruiting High Quality Teachers and Principal Title II-D– Enhancing Education Through Technology Title III— Language Instruction for Limited English Proficient and Immigrant Students Title IV-A— Safe and Drug-Free Schools and Communities Title IV-B– 21 st Century Community Learning Centers Title V-A– Innovative Programs
REAP— SRSA and REAP-Flex Accountability Must administer OSAT ( Oregon State Assessment Tests ) After 3 rd year participating in REAP-Flex and/or SRSA: AYP status determined Failure to make AYP—use all applicable funding and SRSA grant funds to carry out District/School Improvement requirements of Title I-A (Section 1116)
