CELADE / ECLAC Significative participation of CELADE- Population Division of the Economic Commission for Latin America and the Caribbean (ECLAC) as a driver and organizer of the regional government meetings on ageing.

Organization of American States (OAS) 2011: Creation of "Working Group on the Protection of human rights of older persons " Start to work on a draft Inter-American Convention OAS mechanisms for accrediting organizations of civil society are complex and slow. Civil society have sent written comments. The Working Group should generate comprensive and agile mechanisms for civil society participation.

Advantages of a Convention Supersede the scattered standards Strengthen the monitoring and promotion of the rights of the older persons Promote a human rights approach in public policies

Participation of Civil Society It is essential the participation of civil society in the development of that International Convention. Especially of older people's organizations. It would be contradictory to develop a human rights instrument of a specific group without involving the group itself.

Example: Convention on the Rights of Persons with Disabilities It is a model to follow the development process of this Convention in which the participation of organizations of persons with disabilities was essential in determining the content.

United Nations " Open-Ended Working Group on Ageing "established by the General Assembly on 4 February 2011 It were four meetings where it have made ​​ proposals to start working on a Convention, but no decision still established. The mechanism for the participation of civil society is simple and comprehensive, it is easy for any organization to be accredited. Civil society can speak at meetings.

Human Rights Council 2013, during its 24th session, adopted resolution 24/20, by which decided to appoint an Independent Expert on the enjoyment of all human rights of older persons for a period of three years.
