 Have the spaces where they can be monitored  Only issue permits to those that are in a ‘BUDi team’ which then allow members to park in the dedicated spaces  If the spaces are misused remove the privilege – 3 strikes and you are out/clamp those that persistently abuse the spaces but ensure your policy is available to view on the intranet with all other car-sharing information
