Nov. 29, 2006IPDA - STC3 Goal of First IPDA Steering Committee Meeting To understand the individual Space Agencies, their differences in structure, working, etc. and to define specific steps to move forward if the group agrees that we should. Assumption: The presenters were not official representatives of the agencies, but participants in space programs who deal with the agency structures. The question was --considering the differences in our agencies, how do we work together to optimize sharing of standards and accessing each other’s data?

Nov. 29, 2006IPDA - STC4 Agenda Aims Wednesday – Refine agenda – Compare programs and procedures – identify missing potential IPDA members Thursday – aim to arrive at a GO/NOGO decision for the IPDA – Discussion and nomination of new chairman Friday: chaired by new chairman. – Goals and milestones for 2007.

Nov. 29, 2006IPDA - STC5 Attendance Problems Colleagues from ISRO who were invited showed strong interest in attending the meeting but indicated prior to the date that they would unfortunately be unable to join. They requested to remain involved and asked for all minutes to be forwarded to them to allow them to participate at whatever level they see fit after decisions in the first meeting were made. Mike A’Hearn and CNSA delegates had to leave early on Friday, They werel not be available for the Friday morning agenda so the agenda was altered to include pertinent discussions with all members present on Wednesday and Thursday.

Nov. 29, 2006IPDA - STC6 The Question of Go or No Go Do all groups present agree that we need to produce archives available internationally with some kind of commonality? – For PDS, an internationally accessible archive of all data is important for the advancement of science. – For ESA this is an Agency Obligation. – For CNSA it is a good idea, but funding support is not possible as it is not on the official agenda. – JAXA would be interested in going ahead with, and participating in the IPDA. – RAS/IKI currently have no general system for archiving and would like to participate for the upcoming Phobos Sample return.

Nov. 29, 2006IPDA - STC7 Who should be members of the IPDA and how should the Steering Committee be populated? Proposal: the steering committee should be comprised of 2 members from each agency. This should allow for well-rounded representation. With 9 member agencies (ESA, NASA, RAS, JAXA, CNRS, ISRO and DLR, CNES and ASI to be invited) we could have a maximum of 18 Steering Committee members to start with, which is reasonable These committee members will be communicate via and will be invited to Steering Committee meetings.

Nov. 29, 2006IPDA - STC8 Steering Committee Membership Chairman: Joe Zender was unanimously nominated as the IPDA Chairman for the next year. Nov. 29, 2006IPDA - STC9 IPDA Working Procedures Every 2 years IPDA will meet at COSPAR, and conduct an independent meeting on alternate years. The next IPDA meeting is proposed for 17-21July 2007, at Caltech It was acknowledged that more frequent communication will be required in the initial phases, and that ‘working groups’ should meet using a scheduled procedure and provide input to the SC by e- mail on a regular basis. JZ introduced a change to the working groups proposal. Instead, he proposed that IPDA be project based. Each project will have a designated project manager, who puts together a team and works to a deadline, reporting to the SC. This proposal was accepted by the group.

Nov. 29, 2006IPDA - STC10 IPDA Working Procedures It was agreed that IPDA is complete at the moment but that we remain open to other participants in future, starting only with data providers. The COSPAR resolution in 2008 would be an announcement that the IPDA exists and that it is composed of an initial group that consists of those who have international missions. When it is opened to new members, they would have to accept the IPDA system and standards. If a model is designed and accepted by the Steering Committee and it is then rejected by the Agencies, our procedure is flawed and the system would need revision. It is assumed that with the IPDA representatives will work with the Agencies and that they will generally accept our resolutions.

Nov. 29, 2006IPDA - STC11 Standards, Recommendations and Requirements within the IPDA The following was agreed upon: – A Project proposes/works towards a recommendation, which is then accepted or rejected by the Steering Committee. These can then become a Standard where applicable. – There will be an IPDA Standard Document and supporting documentation (similar to the PDS Standards and supporting Dictionary etc).

Nov. 29, 2006IPDA - STC12 SPICE Discussion A short history of PSA’s use of SPICE was presented by JZ. – ESOC refused to communicate with JPL for SPICE. –In 2001 a Working Group was called to solve the issue for MEX. It was decided the Agency should either support SPICE support or some equivalent. ESOC said they couldn’t provide this service as they would have to use external SW over which they have no control. So the Science Operations Center took over. –Recent problems Chuck Acton (JPL/NAIF) had with ITAR highlighted the problem we might have if NAIF support is dropped.

Nov. 29, 2006IPDA - STC13 SPICE Discussion (cont.) We need to make a recommendation of how to do this as a starting point. From the discussion it was clear that there was the need / wish for: 1.Geometry definition 2.Orbit and attitude The overall feeling was that this should be included somehow, but it is not yet clear in what way. Perhaps invite SPICE to join us at the next IPDA meeting

Nov. 29, 2006IPDA - STC14 Project Definitions Management - J. Zender as chairman communicates with Project Managers to monitor progress. Any misunderstandings etc. should be bought to the Chairman for resolution. First Project --Manager RB. Team: SH. Nov. 29, 2006IPDA - STC19 An introduction to the IPDA- Dan Crichton Collaboration between PDS and PSA for Huygens, MEX and VEX has been broadened to provide worldwide access to archives sharing standards etc. The PDS/PSA white Paper was distributed. This makes it necessary to minimize differences in standards used and to work on the lessons learned from activities so far. Zender asked if everyone shared the incentives for this activity? There was general agreement, and reinforcement of the fact that other small-scale collaborations have been well accepted and appreciated. Witasse raised the point that the PSA currently has little knowledge of how the data are being used by the community so it is difficult to gauge the value of interoperability from their perspective. This was agreed to be a problem.

Nov. 29, 2006IPDA - STC20 PDS & PSA Lessons Learned R Beebe and J Zender presented lessons learned from archiving activities at the PDS and at ESA. It was noted that we need common data models and standards, streamlined from the current PDS Standards. It was suggested from past PDS experience, that the team should start small, as should the tasks, breaking larger tasks into manageable chunks. From the ESA perspective, several pros and cons were highlighted with the PDS system and standards. – A major issue found in the Standards as they are is that too many formats are currently allowed for data products. – There are also a lack of software tools for access and visualization.

Nov. 29, 2006IPDA - STC22 Questions Addressed What is our challenge? Providing scientific friendly data to the community What is a major problem? Calibration pipeline Who are our users? Difficult to measure. Who are we representing? Currently the data producers. How do we include user requirements? This will be discussed tomorrow. Do we want to share data among agencies? Yes. Do we want to create repositories using the same standard? Yes. What are community needs for internationalization? By standardizing we help the end users.

Nov. 29, 2006IPDA - STC23 DAPWG Working Group Report Jesus Salgado presented the current work of the Data Access and Prototype Working Group (DAPWG). – The main task of the DAPWG is the definition of standards for data and metadata interchange. – The main outcome from the DAP WG to date is the development of the PDAP (Planetary Data Access Protocol). This is a protocol to access Datasets, products and images. – Two servers implementations are already in place (PDS and PSA) and there are two client implementations: PSA Mars Map client and the PDS dataset/product browser. – PSA-PDS interaction and data sharing would become far less cumbersome. With interoperability in place, PDS would not ingest all of the data to provide access, but would use the PDAP to access the metadata and facilitate search and retrieval.

Nov. 29, 2006IPDA - STC24 ASWG Report Steve Hughes presented the objectives and current work of the Archive Standards Working Group (ASWG). The ASWG will focus on the processes and data standards needed to enable accessibility and usability of planetary data across international boundaries. Standards are all to be based on the PDS. The PDS Archive Preparation Guide will be used to identify candidates for core types of data sets. – Identify core data set types (using the PDS Archive Preparation Guide) – Define global Planetary Science Model
