Subheading/event title “The landscape is changing” – but what do we mean? Cultural Champions Local negotiation & choice not national prescription Councils and their LSPs must plan New legal duty on top-tier councils to prepare an LAA alongside the Sustainable Community Strategy LAA, LDF, Community Strategy and regional plans should be consistent But in return…

Subheading/event title Bonfire of Government targetry – LAA only place where council targets will be set Councils set 35 improvement targets plus 16 mandatory education targets Targets drawn from national menu of 198 indicators Councils also set locally designed indicators Cultural Champions

Subheading/event title Four suggested themes: Children & Young People Healthier Communities & Older People Safer and Stronger Communities Economic Development & Environment incorporating culture But many councils setting own themes! Cultural Champions

Subheading/event title Local Area Agreements pave the way for local authorities to look less to Whitehall for direction and legitimacy, and more to the communities they serve. They provide a dramatic reduction in targets set centrally. And they put an emphasis on partnership working, because local authorities already know that delivering for the people they serve means working closely with all the organisations - the businesses, hospitals, charities – who play a role in making their area stronger, safer, greener. Cultural Champions

Subheading/event title But the reality is complex Cultural Champions

Subheading/event title LSPs now have influential role but Almost all LSPs are still voluntary Many lack adequate officer support Relationship building yet to move on to collaborative activity and budget pooling Many still “talking shops” Cultural Champions

Subheading/event title Lines of accountability and authority remain complex and opaque Cultural Champions
