Convention on the Conservation of European Wildlife and Natural Habitats  Main biodiversity treaty in Europe (Bern, 1979)  50 Parties (incl. EU, 27 EU-MS, 18 other European countries, and 4 African States)  Aims: conserve wild flora and fauna,and their natural habitats, and promote co- operation among States  Places a particular emphasis on endangered and vulnerable species, including migratory and endemic species

Obligations for Parties  adopt legal and administrative measures to ensure the protection of listed species;  promote national policies for the conservation of wild flora and fauna and their natural habitats;  have regard of biological diversity in their planning and development policies;  promote education and awareness on wild species and natural habitas;  co-operate when appropriate;  encourage and co-ordinate research.

European Charter on Hunting and Biodiversity  Recommendation 1689 (2004) of the Parliamentary Assembly of the CoE  Standing Committee agreed to include it in its programme of activities for 2006  Mandate: “Elaborate, in collaboration with concerned stakeholders, a European Charter on Hunting dealing with all relevant aspects of hunting and wildlife conservation”.  Prepared in (adopted in Nov.2007)  Recommendation 128 (2007) of the Standing Committee

2007 European Charter  The European Charter on Hunting and Biodiversity includes:  12 principles, providing the framework for: 47 guidelines: for regulators and managers 47 guidelines: for regulators and managers 59 guidelines: for ”users” (hunters and hunting tour operators) 59 guidelines: for ”users” (hunters and hunting tour operators)  Three different publications of the European Charter (in 2008): by CIC, FACE and the CoE.

Recommendation 128 (2007)  Considers the Charter as guidelines for competent national authorities and relevant stakeholders  Recommends Contracting Parties (and observer states and organisations) to: Take the Charter into consideration; Take the Charter into consideration; Apply its principles in the elaboration and implementation of their hunting policies.. Main conclusions: 1. Important role of international/regional tools for national + local actions 2. Crucial to consult, co-ordinate, be open, and integrate all sectors involved 3. Necessary to address biodiversity conservation AND sustainable use together 4. Complementary approach to hunting/ angling and biodiversity in Europe

Plans for a European Charter on Angling and Biodiversity  Included in 2010 Programme of Activities: “Preparation of a Charter complementary to the 2007 European Charter on Hunting and Biodiversity, providing Parties with principles and guidelines for sustainable angling activities”. “Preparation of a Charter complementary to the 2007 European Charter on Hunting and Biodiversity, providing Parties with principles and guidelines for sustainable angling activities”.  Terms of reference: “To prepare a draft Charter on Angling and Biodiversity for submission to the Standing Committee” “To prepare a draft Charter on Angling and Biodiversity for submission to the Standing Committee”  Ad Hoc Working Group: Meeting on 9 April 2010
