Purpose of this talk to let the international scholarly publishing community know more about us to let Chinese scholarly journals open up more, faster and better to the world.

The growth and development context 405,000 STM papers were published domestically in ,000 papers produced in China were included in SCI, EI and ISTP in STM journals registered in China By 1st May 2005

Research productivity in China universities (1) Universities playing a major role more and more in STM research in China 60% of national laboratories and key laboratories were set up in universities China ’ s Ministry of Education (CMOE) has invested in 160 key laboratories in universities Graduate students was 978,600 in 2005; of these, 191,300 were Ph.D. candidates

Cultural resources & manpower resources 32% of Chinese university journal started before 1980 and some of them have more than 60 years of history Being expert in publishing articles in basic subjects or theoretical research Non-market-economic model is the advantage of being able to introduce Open Access Thousands of editors are able to act as a team under the leadership of SCUJNS

To integrate and open up Setting up a general online repository to publish preprints for every journal Integrate the scattered information and put it into specialized groups Be an exchange platform to allocate some contributions so that the resource can be mutually complementary Be Open Access and be OAI-PMH compliant

Conclusions Chinese university journals are coming to a turning point in the course of development To integrate the scattered resources and open up is the most pressing matter of the moment Digitization and Open Access is an approach to publication and communication faster, higher and stronger
