International Maritime Protection Symposium 2005 The Harbour Defence IKC2 Experiment 13 Dec 2005 Tan Choon Kiat Defence Science Technology Agency, Singapore

Objectives Leveraging network-enabled and knowledge-based war- fighting paradigm using Service Oriented Architecture (SOA), to provide interoperability and pervasive accessibility to information to all on the network

Integrated Services Common Situation Picture from subscription to various Web Services - Radar Service - Own Force Service - Sea Situation Picture (SSP) Service

Ease of Service Integration Radar 1 Service Radar 2 Service Track Manager Service Own Force Service Integrated Services

Enhanced Awareness Provide recognized situation picture from fusion of sensors info - Track Manager Service Providing video streaming of the ground activities Electro Optics System Pan-Tilt-Zoom camera Fixed IR Camera

Enhanced Awareness Track Manager Service

Building up a recognized situation picture accessible by all, anytime Enhanced Awareness

Video Images Virtual Presence Enhanced Awareness

Knowledge Based Decision Support Aids commander in decision making by sieving out potential threats early Intent Monitoring Service

Observations Proliferation of Situation Awareness Before -Situation Picture only at Command Post After -Situation Picture is available to all operational nodes -Forces can be equipped with a mobile computer and receive the picture on the move

Observations Proliferation of Situation Awareness Before -Command Post has no real-time knowledge of patrolling units’ location -Cumbersome voice communications needed to vector patrolling units and interceptors to scene of action After -All patrolling units’ locations are displayed at all operational nodes -With the mobile computer, patrolling units can coordinate and approach intruder in shortest time

Observations Benefits of Visual Information Before -Each Observation Post has its own blind spots -Identification and verification via voice communications > 5 min After -Video streams from various cameras provide visual images to all nodes -Identification and verification via visual imagery < 1 min

Lessons Learnt Challenges during Lab Ops transition Creating experimental environ without impeding live operations Limitations of COTS Preventive measures to extend shelf life of equipment needed in marine environment Co-evolution Constant review of services with Ops users is critical to create relevant systems Streamline of work process needed to promote acceptance of new technology and system
