2 Status Update Base cases representing the four base seasonal conditions over the 5, 10, and 15 year planning horizon have been completed, along with System Normal and Contingency case powerflow runs. Analysis of Future Cases

3 Substation Projects included in base cases: Dillon-Salmon Auto upgrade (bus reconfig, new transformers) Crooked Falls Expansion/Rainbow removal Wicks Lane Sub upgrade (bus reconfig, tie to adjacent line) East Gallatin Sub rebuild (bus reconfiguration) Big Timber Auto upgrade (new line breakers, transformer) Livingston Sub rebuild (combine subs, added capacitors) Belgrade West Sub (new sub, 161/50 kV auto transformer) York Switchyard (new sub, added line breakers) Analysis of Future Cases

4 Transmission Projects included in base cases: Anaconda – Drummond 100 kV upgrade from 50 kV Baseline – Meridian 100 kV conductor upgrade Carbon – Stillwater 100 kV line (new) Jack Rabbit – Big Sky 161 kV line upgrade from 69 kV Holter – Helena 100 kV conductor upgrade Helena Valley 100 kV Loop (new) Missoula – Stevensville 161 kV line upgrade from 69 kV Analysis of Future Cases

5 Summary Results 2019 – 2029 Cases: Thermal Issues No thermal overloads were observed under normal system conditions. Mill Creek 161/100 kV autos approach capacity in the ten to fifteen year planning horizon for Butte area bus fault. Older Great Falls City 100 kV lines approach capacity in the ten to fifteen year planning horizon for certain N-1 line outages in Great Falls. Billings Steam Plant 230/100 kV and Rimrock 161/100 kV autos overload for various Billings area 230 kV outages (N-1 and N-2) within the five year planning horizon. Older Billings City 100 kV lines approach capacity in the fifteen year planning horizon for the N-1 of Shorey Road – Alkali Creek 230 kV. Analysis of Future Cases

6 Summary Results 2019 – 2029 Cases: Thermal Issues Baseline 100 kV bus fault overloads Steam Plant – Laurel 100 kV line in fifteen year planning horizon. Ennis/Big Sky 69 kV system approaches capacity in ten to fifteen year planning horizon for loss of Bozeman feed. Missoula – Bitterroot 69 kV line approaches capacity in ten to fifteen year planning horizon for a Missoula area bus fault. At generation related switchyards under Peak Hydro conditions, N-1/N-2 losses cause remaining lines to overload:  Loss of a Canyon Ferry 100 kV line (WAPA) overloads the other  Loss of a Kerr 161 kV line overloads the other  Loss of both Kerr 161 kV lines overloads the BPA tie-line to Kalispell  Loss of two Crooked Falls to Great Falls Switchyard 100 kV line overloads the remaining line Analysis of Future Cases

Summary Results 2019 – 2029 Cases: Voltage Issues Under normal system conditions, minor voltage problems were observed on certain area 50 and 69 kV systems, easily mitigated with tap changes or capacitors. No problems observed on BES elements. The following bus outages cause low voltage in their respective areas due to older bus designs:  Mill Creek 100 kV bus  Harlowton 100 kV bus  Glengarry 100 kV bus  Judith Gap 100 kV bus Analysis of Future Cases 7

Summary Results Cases: Voltage Issues Loss of both Missoula 4 – Hamilton Heights 161 kV lines may result in minor low voltage problems on the Hamilton 69 kV system within the five year planning horizon. Loss of parallel Broadview – Billings 230 kV lines causes low voltage in the Billings City area in the five year planning horizon and voltage collapse in the ten to fifteen year planning horizon. Loss of the Garrison 230 kV bus (BPA) may result in marginal to low voltages in Butte, Helena, and Bozeman areas in the fifteen year planning horizon. Analysis of Future Cases 8

Stability Issues Stability (Dynamics) runs have not yet been performed on the base cases. These runs should be completed later this year. No major problems are anticipated. Analysis of Future Cases 9
