1 PILOT CASE: Championship for energy saving in public buildings GRANOLLERS-LAG: Local Working Group on Savings and Energy Efficiency (LWG_SEE) interdepartamental group: technical personnel of Granollers City Council; External members: collaboration and synergies with other european projects in the energy area 17 Schools, april march Cultural centers, april 2014-march 2015 Leader: Province of Barcelona Leader: Regional Government of Catalonia

2 STARTING POINT: Schools and cultural center, causing more than 40% of consumption in the global electricity consumption of Granollers City Council; large number of users; public target with great potential to adopt best practices. SOLUTION PROPOSED: creation of a “Championship for energy saving” in public buildings. COOPERATION ESTABLISHED: between environmental department and responsibles of municipal departments (education, culture), and with a local company who brings technical suport to the development of “Chamionship”. Collaboration and synergies with other european projects (Euronet 50/50-Province of Barcelona and MARIE-Government of Catalonia). TARGETS SET: energy consumption reduction; behavior changing to better energy culture; 17 schools and 13 cultural centers involved; 14 working groups created in schools; participation of more than 230 students; almost 40 managers of public buildings involved. KEY ACTIONS TAKEN SO FAR: energy analysis and benchmarking between buildings; proposal of action program to save energy for every building and implantation of “technical” measures (low-cost); awareness campaigns oriented to different public target (educational community, municipal personnel and users).

3 LESSONS LEARNT BEHAVIOR is a “key factor” in the potential energy savings in public buildings. Investments in “NON TECH” measures are necessary and have good ROI. MAIN BARRIERS IDENTIFIED USERS: little information about energy consumption of buildings (ENERGY as the great “unknown dimension” of the buildings); if you don’t know WHAT and WHY, you have no reasons to CHANGE BENEFITS FOR THE COMMUNITY Methodology to record meter readings knowledge about the energy consumption: WHAT and WHY Reasons to contribute to CHANGE habits in order to SAVE energy “Championship” as a “methodological legacy” to managers and users
