3 a coherent set of standards a single standard in any area If not achievable: open to standards on competing solutions, if required by members no conflicting standards allowed ETSI shall not exclude standards for market reasons ETSI shall ensure: interoperability and/or interworking between its standards ETSI aims at:

4 Internet Protocol Cable Communications (in short IPCablecom)

5 What is IPCablecom? (1) a technology for Internet access uses a cable TV infrastructure faster and cheaper Internet access direct competition with other ONP networks such as PSTN, ISDN or leased lines

6 What is IPCablecom? (2) so much bandwidth, can be used for "anything" almost independent from classical network operator gives users more choice creates new opportunities for suppliers and operators fosters competition complements policy laid down in Local Loop Directive real alternative to local loop unbundling

8 international and regional standardization of IPCablecom co-operation with SCTE each region has specific requirements ETSI’s target is to make IPCablecom fit for Europe to allow seamless interoperability

9 New technologies and existing infrastructures

10 Interoperability the user does not care about technology – he/she wants a good service! interoperability - a key issue in telecommunications standards have to ensure interoperability between all different types of telecommunications networks interoperability is also needed between the Internet and other networks

11 Open Questions does the ONP Directive extend to IPCablecom? should it? should the same requirements (e.g. QoS) apply? what about Lawful Interception and Security issues?

12 Advice for ETSI TBs For IPCablecom workable solutions are for today perfect solutions are for tomorrow write good standards for the market, not the bookshelf strive for interoperability provide expertise and/or input to the TBs when and where required strive to improve standards, not to slow down the process consider the significance of ONP and number portability

13 Conclusions IPCablecom offers competition IPCablecom offers customers freedom of choice some regulatory questions to be answered IPCablecom standards work alongside traditional telecommunications standards business as usual ETSI welcomes IPCablecom as a new telecommunication infrastructure in Europe
