Karen O’Kane - Better Broadband for Norfolk Programme Director October 2014

© British Telecommunications plc BBfN Intervention Area Total 413,000 premises in Norfolk 233,000 premises would not get access to NGA without public subsidy Of these premises, over 34,000 would have speeds of less than 2Mbps

© British Telecommunications plc Investing in broadband infrastructure –How much investment? –£15 million Norfolk County Council investment –£15.4 million BDUK investment from Government –£11 million capital and all operating costs from BT –Why invest? –Broadband seen as a vital ‘fourth utility’, essential for businesses and residents

© British Telecommunications plc Norfolk County Council objectives –The delivery of economic benefits, based on significant levels of ‘speed uplift’ (the amount of broadband speed increase from the current service) made possible by improved broadband infrastructure availability in large parts of Norfolk by implementing Next Generation Access broadband infrastructure –2Mbps speeds as a minimum, right across Norfolk, so that everyone who wants access to broadband can have it

© British Telecommunications plc Economic outcomes –1,337 additional jobs over 10 years (equivalent to 0.61% of Norfolk’s current private sector employment) –£88 million in additional annual GVA (Gross Value added) by 2021/22, equivalent to 0.64% of Norfolk’s current total GVA –Discounting at 3.5%, as per HM Treasury guidance, the present value of the net GVA impact is £401 million over a ten year appraisal period

© British Telecommunications plc Expected coverage –It is anticipated that by 2015, 89% of premises in Norfolk will be served by Next Generation Access infrastructure providing major speed uplift with 83% of premises in Norfolk able to access speeds in excess of 24 Mbps by the end of 2015 –Infrastructure capable of delivering a minimum of 2 Mbps will be available for 100% of premises in Norfolk by the end of 2015

© British Telecommunications plc Broadband Definitions Basic Broadband - speed of 2Mbps to 24Mbps Superfast Broadband - speed of over 24Mbps Next Generation Access (NGA) broadband infrastructure - is a ‘wired’ technology consisting wholly or partially of fibre optic elements

© British Telecommunications plc Up to 80 Mbps 500 m 38 Mbps 1 Km 24 Mbps Sub 2Mbps 3 Km Distance from the cabinet influences speed

© British Telecommunications plc Choice for residents and businesses –Provides an ‘Open’ broadband infrastructure that Retail Internet Service Providers (ISPs) will be able to use to deliver broadband services to Norfolk residents and businesses –This means you can buy broadband services from many Internet Service Providers, not just BT –Currently over 90 ISPs of varying sizes deliver fibre based Internet Services using BT infrastructure across the UK providing choice for customers

© British Telecommunications plc How do we ensure the maximum coverage for the available investment –Better Broadband for Norfolk hasn’t identified specific locations for upgrade as we do not want to create technical constraints –Rollout will be based on a balance between achieving the largest speed uplift and the cost of doing so – the amount of benefit for the investment available –To move away from the most efficient rollout possible by seeking to affect the order in which implementation takes place would, ultimately, result in less coverage for Norfolk

© British Telecommunications plc Activities that must take place for each phase Phase 1 Phase 2 Phase 3 Phase 4 Phase 5 Phase 6 Phase 7 Phase 8 Phase 9 Survey & Design ISPs provide service Implementation Sept Jan Apr Jul Oct Jan Apr Jul Oct Alternative Technology

© British Telecommunications plc Further funding –Government has allocated a further £250 million, Norfolk has been offered £9.59 million –We have secured over £18.4 million in total
