5 Case-by-Case Determination A grantee’s policy and process to examine loan requests must be designed to establish that: 1. A person experiences a disability 2. A person’s disability creates a barrier or barriers to employment 3. A person’s proposed work overcomes that barrier or barriers

8 Barriers to Employment 2. A person’s disability creates a barrier or barriers to employment. Common barriers include but are not limited to inadequate transportation, fatigue, inaccessible work environments, or the need for personal assistance. How do you determine an individual’s barrier or barriers to employment? Is there a link between the person’s disability and the barrier or barriers to employment created by that disability?
