MANDATE OF POST 1994 GOVERNMENT TACKLE LEGACY OF APARTHEID COLONIALSIM, POVERTY AND UNDER- DEVELOPMENT:  Profound imbalances in the space economy;  Gross disparities in the levels of social and human development;  Inequitable access to basic services;  High levels of unemployment;  70% of SA’s poor reside in rural areas. URBAN RENEWAL STRATEGY INITIAL FOCUS ON 8 URBAN LOCATIONS:  Khayelitsha and Mitchells Plain in the Western Cape;  KwaMashu and Inanda in KwaZulu-Natal;  Mdantsane and Motherwell in the Eastern Cape;  Alexandra Township in Gauteng; and  Galeshewe in the Northern Cape.
