US Army Corps of Engineers BUILDING STRONG ® Planning Principles & Procedures – FY 11 LARGE GROUP RESPONSE EXERCISE

BUILDING STRONG ® Large Group Response Exercise Learning Objective  To understand the “heart” of the exercise.

BUILDING STRONG ® Large Group Response Exercise Steps  Before the exercise - preparation and set-up  During the exercise: 1. Questions and responses 2. Most important responses 3. Wall walk 4. Summary, report and discussion  After the exercise - analysis and use

BUILDING STRONG ® Large Group Response Exercise Preparation and Set-up  Scope exercise  Develop exercise schedule  Prepare exercise questions  Prepare response sheets  Review meeting site  Select moderator, prepare presentation  Enlist support team  Obtain materials and supplies  Set-up before meeting

BUILDING STRONG ®

Question #1  What are the hardest things to do in planning?

BUILDING STRONG ® Question #2  Where do alternative plans come from? (Where do y’all wanna go tomorrow night?)

BUILDING STRONG ® Question #3  What are the characteristics of a GREAT report?

BUILDING STRONG ® Questions  #1 – What are the hardest things to do in planning?  #2 – Where do alternative plans come from?  (Where do y’all wanna go tomorrow night?)  #3 – What are the characteristics of a GREAT report?

BUILDING STRONG ® Questions Used in the Everglades Restoration Reconnaissance Study  #1 - What are the important resources in the South Florida ecosystem?  #2 - What do you think are the problems and opportunities in the ecosystem?  #3 - How will you recognize successful restoration of the ecosystem?

BUILDING STRONG ® Responses to Questions Used in the Everglades Restoration Reconnaissance Study  MOST people identified concerns about: ► Ecosystems, growth  MANY people identified concerns about: ► Water quality, water supply, balance, “they’re the problem”  SOME people identified concerns about: ► flood control, recreation, economy, social considerations

BUILDING STRONG ® Everglades Restoration Reconnaissance Study Technical Studies Concurrent with Public Workshops  Natural resources  Hydrology and hydraulics  Environmental evaluation  Economic evaluation  Real estate  Design and cost estimates  Geographic information system

BUILDING STRONG ® Everglades Restoration Reconnaissance Study Planning Objectives  Objective #1 - Increase the total spatial extent of wetlands.  Objective #2 - Increase habitat heterogeneity.  Objective #3 - Restore hydrologic structure and function.  Objective #4 - Restore water quality conditions.  Objective #5 - Improve the availability of water.  Objective #6 - Reduce flood damages on Seminole and Miccosukee tribal lands.

BUILDING STRONG ® Everglades Restoration Reconnaissance Study Planning Constraints  Constraint #1 - Protect threatened and endangered species.  Constraint #2 - Deliver water that meets applicable water quality standards.  Constraint #3 - Minimize salinity intrusion into freshwater aquifers.  Constraint #4 - Minimize loss of services provided by the C&SF Project.  Constraint #5 - Minimize regional and local social and economic disruption.

BUILDING STRONG ® Everglades Restoration Reconnaissance Study - Public concerns about ECOSYSTEM resulted in:  Objective #1 - Increase the total spatial extent of wetlands.  Objective #2 - Increase habitat heterogeneity.  Objective #3 - Restore hydrologic structure and function.  Constraint #1 - Protect threatened and endangered species.

BUILDING STRONG ® Large Group Response Exercise Tips  Questions are the “heart”.  Moderator has stake in results.  Not a voting exercise.  Describe and use results.  Include times for statements.  Experiment with approach.

BUILDING STRONG ® Large Group Response Exercise  Quick  Inexpensive  Easy  Participatory  Documented  FUN!

BUILDING STRONG ® Handbook for the Large Group Response Exercise  Step-by-step instructions and three case studies of its use – published as IWR Report 98-R-8, November 1998  IWR website -  Shared Vision Planning Website  Appendix B of ER

BUILDING STRONG ® Large Group Response Learning Objective  Q – What is the “heart” of the large group response exercise?  A – Good questions. Questions?
