Decontamination Lotion (RSDL) and Training RSDL Joint Service Personnel/Skin Decontamination System Decontamination Lotion (RSDL) and Training RSDL

Overview Warnings Purpose and Components Inspection Procedures Immediate Decontamination Procedures Disposal Procedures Summary and Closing

Terminal Learning Objective Decontaminate yourself using the Reactive Skin Decontamination Lotion (RSDL) in accordance with TM 3-6505-001-10 and Service procedures.

Enabling Learning Objectives Without reference, identify warnings associated with RSDL and Training RSDL. (Written Evaluation) Without reference, identify RSDL and Training RSDL purpose and components. (Written Evaluation) Without reference, identify RSDL and Training RSDL inspection procedures. (Written Evaluation) Without reference, identify RSDL disposal procedures. (Written Evaluation) Without reference, demonstrate decontamination procedures using the Training RSDL pouch. (Performance Evaluation)

Warnings RSDL is for external use only as directed. Not for prophylactic (preventative) use or whole body decontamination. Allow RSDL to remain on skin for at least 2 minutes. UNDER NO circumstances should Training RSDL be used in place of the RSDL during actual combat operations. The Training RSDL DOES NOT contain the active ingredients. DO NOT mix or dispose RSDL or Training RSDL with solid, undiluted, or diluted High Test Hypochlorite (HTH) or Super Tropical Bleach (STB). Heat and/or fire may result. Do not use RSDL for training even if it is expired.

Warnings Possible Side Effects: Skin irritation may occur (burning, tingling, etc.) Numbing of the lips or a metallic taste in mouth If RSDL gets in your eyes it may cause temporary burning sensation and blurred vision In some cases RSDL may cause rashes or bumps on skin Immediately report any adverse reaction to unit medical personnel.

Warnings NOTE: RSDL may cause a false positive on M8 paper and M9 Tape. RSDL will remove the ink print on the packaging of M256 tickets.

Purpose and Components Purpose: RSDL allows you to decontaminate your skin through neutralization of persistent chemical agents RSDL (Operational) Pouch Components: – Green wallet-like sleeve containing three green colored individual decon packets with lotion impregnated applicator pad Active ingredients: Dekon 139 2,3 Butanedione monoxime (DAM)

Purpose and Components Training RSDL Pouch Components: – Blue wallet-like sleeve containing three blue colored individual decon packets with lotion impregnated applicator pad Active ingredients: Training lotion contains no active ingredients Realistically simulates the operational packet

Inspection Procedures Verify the expiration date imprinted on each packet has not passed. The lot number, manufacture date, and expiration date are imprinted on each individual RSDL packet. Discard expired packet. NOTE: Training RSDL does not have an expiration date. Inspect each pouch for evidence of leaks or physical damage. Inspect each packet for evidence of leaks or physical damage. Discard packet if evidence of leaking or physical damage is found. Packet should be flexible and applicator pad clearly felt flexing inside the packet. If less than 3 packets remain, request a new set immediately. Continue to use the packets until you receive the requested replacement.

Immediate Decon Procedures Terminal Learning Objective: You are in Mission Oriented Protective Posture (MOPP) 2. An attack occurs and you have been exposed to chemical agents. Decontaminate yourself using Training RSDL. NOTE: Optimum decontamination results are achieved when RSDL Application is completed within 1-2 minutes.

Immediate Decon Procedures The following procedure assumes you are in MOPP 2 when an attack occurs and you suspect that your exposed skin has been contaminated. Stop breathing, close eyes and don protective mask and hood. Do not pull drawstrings. Do not fasten shoulder straps if your hood has them. Seek overhead cover or use a poncho for protection against further contamination. Remove one RSDL packet from the pouch.

Immediate Decon Procedures Tear open packet quickly at any notch. Remove applicator pad from packet. Save the packet as the remaining lotion can be added to the applicator pad if required. NOTE: Use any notch to open the packet. The applicator pad can be used from either side and may be gripped in any manner allowing the applicator pad to be applied to the skin. Thoroughly scrub the exposed skin of the hand, palm, and fingers with the applicator pad. Switch the applicator pad to the other hand and thoroughly scrub the exposed skin of the other hand, palm, and fingers with the applicator pad.

Immediate Decon Procedures WARNING: Death or injury may result if you breathe toxic agent while doing decontamination steps 7-13. If you need to breathe before you finish, reseal your mask, clear and check it, get your breath than resume decontaminating procedures. Stop breathing, close eyes, grasp mask below chin and pull hood and mask away from chin enough to allow one hand between mask and face. Hold the mask in this position for the following steps. Scrub exposed skin of the face with lotion from the applicator pad. Thoroughly scrub across the forehead covering skin with lotion.

Immediate Decon Procedures WARNING: Avoid contact with eyes or wounds. If contact with eyes or wounds occurs, rinse with water as soon as possible. Beginning at one side, scrub up and down across the cheeks, nose, chin, and closed mouth. Avoid ingesting. Scrub under the chin from one ear along the jawbone to the other ear coating the skin with lotion. CAUTION: Do not apply lotion to lens of protective mask. RSDL may cause loss of transparency Turn your hand over and wipe the inside surfaces of the mask that touch your skin. Be sure to include the drinking tube and canteen cap. Keep the applicator. Immediately reseal and clear the mask. Perform mask check. Use applicator pad and any remaining lotion in the packet. Without breaking the mask seal, scrub across the forehead, exposed scalp, the exposed skin of the neck, ears, and throat completely coating the skin with lotion.

Immediate Decon Procedures Fasten hood. Thoroughly scrub the hands with lotion again. Put on protective gloves with liners. WARNING: DO NOT discard RSDL or Training RSDL packaging or applicator pads into containers that contain HTH or STB. Heat and/or fire may result. Any remaining lotion may be used to spot decon weapons and personal equipment. Do not put the used packets into your pockets. Discard used applicator pad, package, and lotion in accordance with local standard disposal procedures. Discard the carrying pouch after packets are used. Allow RSDL to remain on the skin for at least 2 minutes. Remove the lotion by washing with water when operational conditions permit.

Immediate Decon Procedures WARNING: UNDER NO CIRCUMSTANCES should Training RSDL be used in place of the RSDL during actual combat operations. The training lotion does not contain active ingredients. CAUTION: DO NOT apply Training RSDL to protective hood. The lotion may cause deterioration of the hood. DO NOT apply Training RSDL to the lens of protective mask. The lotion may cause loss of transparency.

Immediate Decon Procedures If in MOPP 4 when a chemical attack occurs, decontamination with RSDL should not be required unless your protective ensemble is damaged, exposing your skin to contamination. If this occurs: Seek overhead cover or use a poncho for overhead protection. Remove one RSDL packet from the pouch. Tear open pouch at any notch. Remove applicator pad from packet. NOTE: Use any notch to open the packet. The applicator pad can be used from either side and may be gripped in any manner that allows lotion to be applied.

Immediate Decon Procedures Decon the damaged portion of your protective ensemble and any exposed skin by thoroughly scrubbing with the lotion applicator pad. Cover the damaged portion of your ensemble to prevent additional exposure. NOTE: This MAY BE accomplished with duct tape as a temporary measure.

Immediate Decon Procedures Replace the damaged item with a serviceable asset as soon as operational conditions permit. Remove the lotion by washing with water, or soap and water as soon as operational conditions permit. After completing individual decon, any remaining lotion can be used to spot decon your weapon or personal equipment. Properly dispose of used applicator pad, packet, and remaining lotion.

Disposal Procedures RSDL (Operational): If used in a toxic environment, used RSDL must be disposed of as contaminated waste according to Service guidance. If NOT used in a toxic environment (such as for shelf life expired assets), the RSDL must be disposed of according to Service and/or local waste laws or regulations. Requirements may vary by location. Do not dump RSDL into sewers, on the ground, or in any body of water. Do not discard RSDL packaging or applicator pads into containers that contain, or have contained, bleach products (particularly solid High Test Hypochlorite or Super Tropical Bleach). Heat and/or fire may occur.
