Especially reflecting upon the following areas: * Immigration * Higher education & training * Research & development What are the major strategies / policies adopted by governments or other non-state sectors in managing human capital in these societies?

Major Challenges & Government Responses What are the major issues confronting these societies when they are becoming increasingly ‘migrant cities’? What is the role of the government in the promotion of human capital in these societies? What would be the role of the non-state sectors including the market, the family, the civil society, etc in enhancing human capital in these world cities?

Major Research in these Policy Domains What are the major research projects conducted by the government or other non-state sectors in addressing the policy needs outlined above? Are there any gaps in research that the governments of Hong Kong, London and New York would like the academic community to embark?
