Affordable Senior Housing By: Luis A. Topete PP M224A Winter 2011 Image Source: Determining where is affordable senior housing most needed within California?

Background Seniors Defined: Anyone 62 years of age or over - U.S. Department of Housing and Urban Development (HUD). Purpose: To determine where the allocation of funding for affordable senior housing development is most needed. Source of Funds: 1. Federal: (HUD) Community Development Block Grants (CDBG) to eligible development projects that meet the specified criteria 2. Local Governments Low Income Housing Tax Credit (LIHTC) Low-interest or no-interest Loans

Method Step 1: Focus on California and begin by specifying a county to analyze, specifically urban areas with a high senior population. Step 2: Within chosen county, determine where the highest population of seniors are by Census County Divisions (CCD’s). Step 3: Examine the most senior populated areas by levels of seniors in poverty. Step 4: Determine which of the top populated/impoverished areas is most in need of affordable senior housing by examining existing senior housing. Step 5: Once area is selected, create a buffer to determine the areas that are furthest away from senior affordable housing. This is where the allocation of funding for affordable senior housing development is most needed.

Scope of Interest: ? Scope: Focus on California and begin by specifying a county to analyze, specifically urban areas with a high senior population.

Scope of Interest: LA Findings: Because of LA’ high population density (urban characteristic) and high senior population, I will analyze where within LA county is affordable senior housing most needed.

Highest Senior Population Findings: The East San Gabriel Valley, Los Angeles, and the San Fernando Valley account for 54% of the senior population in Los Angeles County. Out of those three, Los Angeles has the highest elderly population. Pacific Ocean

Highest Senior Population in Poverty Findings: By examining these three areas in proportion to one another, we see that Los Angeles has the highest senior population, and the highest senior population in poverty.

Senior Housing Locations Findings: East San Gabriel Valley is most underserved Census County Division (CCD). Los Angeles Density: 2.5 x Poverty: 2.4 x Senior AH: San Fernando Valley Density: 1.9 x Poverty: 2.0 x Senior AH: 3.0 +

Senior Housing Locations Recommendations: Allocation of funding for affordable senior housing development is most needed in the East San Gabriel Valley in areas outside the buffer. Several census tracts fall outside the buffer zones. They can be viewed in further detail for a more informed decision. This location is highly populated with impoverished seniors in comparison to the rest of California/Los Angeles County. Therefore, areas outside the buffer zones are all highly suitable areas for senior affordable housing development.
