What is PMC PubMed Central® (PMC) is a free archive of biomedical and life sciences journal literature at the U.S. National Institutes of Health's National Library of Medicine (NIH/NLM). Launched in February 2000, PMC was developed and is managed by NLM’s National Center for Biotechnology Information (NCBI). Free Access: A Core Principle of PMC SLIDE CONTENTAs an archive, PMC is designed to provide permanent access to all of its content, even as technology evolves and current digital literature formats potentially become obsolete. NLM believes that the best way to ensure the accessibility and viability of digital material over time is through consistent and active use of the archive. For this reason, free access to all of its journal literature is a core principle of PMC. How Journal Articles are Provided to PMC PMC is not a publisher and does not publish journal articles itself. Although free access is a requirement, publishers can delay the release of their material in PMC for a reasonable period after publication. PMC offers publishers a number of ways in which to participate and deposit their content in the archive. PMC’s Integration with other Resources The value of PMC lies in its capacity to store and cross-reference data from diverse sources using a common format within a single repository. With PMC, a user can quickly search the entire collection of full-text articles and locate all relevant material. PMC's Scientific Quality Standard A journal will be deemed to be eligible for inclusion in PMC if the NLM Selection and Acquisition Section determines that it conforms to the scientific quality criteria specified in the Collection Development Manual of the National Library of Medicine. Prerequisites for Newly Created Journals The journal must have a properly registered ISSN before making any kind of application to PMC. This means that there must be a record for the journal in the official Register of the ISSN International Centre. The journal must have a reasonable number of published articles in order for NLM to make a decision about its scientific quality. PMC's Technical Requirements A journal must provide PMC with the full text of articles in an XML (eXtensible Markup Language) or SGML (Standard Generalized Markup Language) format that conforms to an acceptable journal article DTD (Document Type Definition). Files to be Deposited for Each Article A separate XML or SGML data file for the full text of each article. The original high-resolution digital image files for all figures in each article. A PDF, if one exists, in addition to the XML/SGML version (but not as the only form.) Supplementary data files (e.g., spreadsheets or video files) available with the article. Minimum Criteria for PMC Data Evaluation Submissions Each sample package must be complete: all required data files (XML/SGML, PDF if available, image files, supplementary data files) for every article in the package must be present and named correctly. All XML files must conform to an acceptable journal article DTD. All XML/SGML files must parse according to their DTD. PMC validates data using the PUBLIC ID in the DOCTYPE declaration in each source file. All image files for figures must be legible, and submitted in high-resolution TIFF or EPS format. Minimum Criteria for PMC Data Evaluation Submissions (Continued) Regardless of the XML/SGML DTD used, the following metadata information must be present and tagged with correct values in every sample file: –Journal ISSN or other unique Journal ID –Journal Publisher –Copyright statement (if applicable) –License statement (if applicable) –Volume –Issue number (if applicable) –Pagination/article sequence number. –Issue-based or Article-based publication dates.
