H ISTORY OF C HOICE IN N EW J ERSEY Pilot program was passed in year pilot ended in 2005 Program was maintained for pilot districts (15) through 2010 In June 2010, the legislature made the program permanent by passing the Interdistrict Public School Choice Program Act of 2010

H OW D OES C HOICE F UNDING W ORK ? Not like charter school funding! Basic premise: provide the local portion of the adequacy budget in the form of direct aid Equation for Choice Aid: Local Fair Share (LFS) is equal to Adequacy Budget less Equalization Aid

F UNDING C ONTINUED … For non-Adjustment Aid districts: Choice aid will equal per pupil LFS amount times choice enrollment For Adjustment Aid districts: Choice aid will be offset by the amount of Adjustment Aid the district receives Could potentially see no net increase in state aid Year 1 – direct state aid only (Choice Aid) Year 2 and beyond – direct state aid plus students included in resident enrollment Students will be recorded as resident students in the October ASSA count

E NROLLMENT R EPORTING January 14, 2013 Public Students (Tier 1) February 11, 2013 Non-Public (Tier II) Enrollment will be reported through the ASSA system.

T RANSPORTATION Transportation is responsibility of district of residence District of residence will receive the transportation aid for Choice students and will keep the levy collected for those students Transportation questions

F OR D ISTRICTS S ENDING TO A C HOICE D ISTRICT In Year 1 the district of residence will keep formula aid and local levy for Choice students Starting in Year 2, the district will keep the local levy and receive only transportation aid for Choice students Students will not be recorded as resident students in the October ASSA count
