OREGON STATE MARINE BOARD Strategic Plan Mission / Vision – Update Presented by: Stuart Jantze Boating Facilities Designer 22 October 2013

Strategies Addressed Mission & Vision Update Strategy 1.1 (Phase I) Review OSMB’s mission and vision to ensure they accurately reflect current and future needs of the entire boating community of Oregon. Phase II Consider modifying the agency’s name and logo to reflect its current and future activities. Goal 1:Assure that the agency’s work scope includes all recreational boaters in the state.

Project Deliverables Mission & Vision Update Develop one or more proposed mission and vision statements to present to the Board for consideration and adoption. Determine whether current agency name & logo is consistent with the existing and proposed new mission/vision statement. If not, hire image/graphic consultant to develop options to present to agency employees and the Board. Present agency name and logo options to Board. Integrate new name & logo, along with agency mission & vision into all appropriate places.

Survey Review Mission & Vision Update Does the agency name “Oregon State Marine Board” reflect your vision of the agency? AIS Permit Holders Yes = 45 General trend is that the name works. No = 28 General trend is that name doesn’t make sense. Blank = 45 General trend showed that it’s indifferent.

Mission & Vision Update Current Agency Mission Statement: "The Oregon State Marine Board is Oregon's recreational boating agency, dedicated to safety, education and access in an enhanced environment." Advisory Drafted Mission Statement: “Serving Oregon’s recreational boating public through education, enforcement, access, and environmental stewardship for a safe & enjoyable experience.”

Vision Mission & Vision Update Current Agency Vision Statement: “The Oregon State Marine Board serves Oregon boaters by carefully using boater fees to create quality boating access, marine law enforcement and safety and environmental education. We strive to provide excellent customer service, to leverage facility funds, to partner broadly and to provide economic benefits in urban and rural communities statewide. We will work hard to maintain our position as a national leader in recreational boating”. Advisory Drafted Vision Statement: “A collaborative community providing opportunities for all boaters* to safely and respectfully experience Oregon’s waterways.” *Advisory debate between term “boater” and “waterway user”.

Name & Logo Mission & Vision Update Advisors recommend proceeding with both logo and name change. Logo and name both fit the proposed mission and vision however an updated logo and name are thought to be more inclusive to all recreational boaters. Advisors recommend not forgetting the past of a successful agency when considering new name and logo but bridging the perceived gap between user groups. Recommend proceeding forward with exploring name and logo change. Perform due diligence for cost, risks, unintended consequences.
