STRATEGY FOR THE DEVELOPMENT OF THE TRANSPORT INFRASTRUCTURE Transport Infrastructure in the Republic of Bulgaria untill 2015 Optimization of the capacity and efficiency of the existing transport infrastructure Construction and development of the key transport infrastructure connections of national, cross-border and European importance and improving the interoperability of the major railway lines Development of the road infrastructure and its integration into the EU network Modernization of the port infrastructure Improving the navigation conditions and encouraging the development of intermodal transport Development and modernization of the airports and adjusting them to the requirements of the EU in the field of environmental protection Promote the public-private partnerships

DEVELOPMENT OF RAILWAY INFRASTRUCTURE The Priority axis Development of railway infrastructure along Trans-European and major national transport axes comprises a group of operations which are closely related and have the following specific measurable goals:  Modernization, rehabilitation and electrification of railway sections along the Trans-European transport axes of nation- wide and EU importance;  Modernization, rehabilitation and electrification of railway sections connecting the main railway network of Republic of Bulgaria with the main railway networks of the neighboring countries

DEVELOPMENT OF ROAD INFRASTRUCTURE The priority axis comprises a group of operations which are related and have the following specific, measurable goals:  Establishment and development of the main road infrastructure of nation wide, EU importance and road infrastructure connecting the main road network of RB with the main road networks of the neighboring countries.  Construction of new and rehabilitation and modernization of the existing motorways and I class roads of nation-wide and EU importance.  Construction of new and modernization and rehabilitation of the existing II class roads along the TEN-T of nation-wide and EU importance.  Construction, modernization and rehabilitation of road sections connecting the main road network of RB with the main road networks of the neighboring countries.

IMPROVEMENT OF INTERMODALITY FOR PASSENGERS AND FREIGHTS Operations under the Priority Axis could be summarized as follows:  Construction of new intermodal terminals and the improvement of the technical, technological and operational parameters of the existing terminals  Construction of freight villages in the related areas  Development of multimodal mobility for passengers in Sofia

IMPROVEMENT OF THE MARITIME AND INLAND-WATERWAY NAVIGATION The priority axis comprises a group of operations which are related and have the following specific, measurable goal:  Improvement of the vessel traffic conditions on the Danube River and the Bulgarian maritime spaces. The operations under the Priority axes Improvement of the maritime and inland-waterway navigation will be related to the:  Removing the bottlenecks on the Danube River  Setting up and development of navigation information systems

BENEFICIARY'S RESPONSIBILITIES Project Preparation – Feasibility studies, Preliminary project, Environmental impact assessment, land acquisition etc.; Application form – Socio-economical analysis, Cost- Benefit Analysis etc.; Tender procedure – preparation, execution and contracting; Effective monitoring and control system for project execution; Regular reporting to MA for project progress; Following information and publicity requirements.

MA`S RESPONSIBILITIES Overall implementation of OP Transport; Assessment of Application forms for projects, financed by OPT; Review and proceeding projects over 50 mln. Euro to the European Commission for approval; Ex-ante control of beneficiary's tender documentations; Monitoring during project implementation – monthly meetings, check on the spot, Monitoring Committee etc.
