INCOMPRÉHENSIVE COMMUNICATION AND ÉVACUATION AN EVACUATION CAN CREATE OTHERS DANGERS

ATC advise ARFF for an Organic acid 8L leak on a A4 ! The A4 is the NATO name for the VX gaz ! For ARFF 8L was the pallet position… It was an organic acid (drill code 8L) leak on a 1.4s explosive !!! Many interlocutors = a lot of errors

Advised by the ATC and an other pilot than smoke on the right landing gear the captain decided to launch an evacuation No fire when the ARFF was on the scene

NO COMMUNICATION BETWEEN FLIGHT CREW AND ARFF BEFORE THE EVACUATION « UNSAFE EVACUATION » CAN CREATE HAZARDOUS SITUATION

BRAKES FIRE IN NORTH KOREA CAPTAIN FIGHT THE FIRE WITH HIS JACKET…

 Captain priority is the passengers and crew safety  He has a temporal pressure during a stressful situation (surprise effect)  Contradictory informations =Flight attendants and external views (ATC, other Acft…)  Flight crews need informations : ATC, Other aircrafts, ARFF…  Evacuation is : 10% injuries (3% seriously) and financial impact (Slides recovery, delay…)

 What’s wrong ?  What do you want, need ?  On-board situation ? (Smoke, Panic, Heat…)  Incident location ? (Cabin, Cargo, Engine …)  S.O.B and disabled :WCH-STCR-UM-BLND-DEAF  Cargo bay : Dangerous Goods, AVI…  Check-list complete ? (C/L EICAM, QRH…)

 External situation ? (external view)  Emergency contained or not ?  Aircraft secure ? (chocks, safety-pin’s…)  Smoke, damages, brakes temperatures, hot spot ?  Visual inspection  Can we go to the gate, have you a rescue stair ?  Except in case of evident emergency ! ( We knock down the fire and we discuss after ! by Mike BOUDEBZA ARFF philosopher) The decision will be common !

 Simple, short sentences, unambiguous (Wheels, doors, engines numbers…)  Accuracy location (Cargo FWD, AFT, Bulk, cabin, pallet position…)  Dangerous Goods use : UN or IATA code  Do not use : acronyms, drill codes (X and W)  Prefer communication without intermediaries(VHF, Flight Interphon, Hand signals)  Undertaken actions and« What do you need ? »

RECOMMEND EVACUATION RECOMMEND STOP EVACUATION OR MOVEMENT

FLIGHT QF 32 SIN : ENGINE #1 STILL RUNNING, FUEL SPILLAGE AND BRAKES OVERHEAT (900 °C) PASSENGERS AND CREW STAYS ON BOARD. DISEMBARKING WITH ARFF RESCUE STAIR

 Knowledge is power !  ICAO recommend partnerships between airlines and ARFF ( Rescue Crew Charts )  Regular meetings : « ATC-Airlines Crew-ARFF » ?  Use the hand signals for communication between Crew/ARFF and Crew/Crew ?  ATC call is the best way for request ARFF and Medical assistance (EMT, Paramedics)  I can fly with you ?
