Update to 2007 Change Proposals  Major Design Changes – STC’s  As announced at 2007 Seminar  Limitation to prohibit major approvals “that changed data on the TCDS”  Comments requested:  No comments at all – assumed universal agreement

Update to 2007 Change Proposals  Major Design Changes – STC’s  Consistency with other authorities and proposed Rule change  Limitation now proposed as “design change which is classified as major”  Comments requested:  Need mechanism to be able to approve “one- off” major changes  Definition of “major” needs revision

Update to 2007 Change Proposals  Major Design Changes – STC’s  Limitation now proposed as “prohibit approval of design change which is classified as major without prior agreement of the CAA”.  Agreement will be given promptly and at no cost where:  CAA agrees it is appropriate for a “one-off” approval  Not contrary to CAA policy

Review of New STC Process  AC 21-8 introduced February 2009  Certification Project Plans (PSCP)  Compliance testing  Conformity inspections  Flight Testing  Note: STC applications already existing in February 2009 continue under old process

Review of New STC Process  Certification Project Plans (PSCP)  Need to be taken seriously and compiled carefully  Get CAA agreement on Plan  Should fully detail all areas delegated to Design Organisation or other third parties  Should fully detail any areas where the proposed project differs from AC 21-8

Review of New STC Process  Certification Project Plans (PSCP) Contd  Specify Certification Basis  Until a Changed Product rule is introduced to Part 21, AC 21-8 recommends using the latest certification basis  If you are not proposing to use the latest Rule you should state why in the PSCP  You can go to earlier amendment states for individual paragraphs where it is impractical to meet the latest requirements.
