The Executive Branch 1. Formal Presidential Qualifications- Must be at least 35; Must be a naturally born citizen in the U.S.; Must have lived in the U.S. for at least 14 years. 2. Electoral College System- Group of persons chosen from each State and the District of Columbia every four years who make a formal selections of the President and Vice President.

The Executive Branch 3. 22nd Amendment- Prevents future Presidents from gaining too much power. This amendment limits Presidents to no more than 2 terms in office. 4. 25th Amendment- Provides a procedure for succession if the President is removed, dies, or resigns the Vice President shall become President.

The Executive Branch 5. Vice Presidency- Official Duties (according to the Constitution): Preside over the Senate help decide the issue of Presidential disability [added with 25th Amendment]. 6. Implied Powers Clause- Those “necessary and proper” delegated powers of the National Government that are suggested by the expressed powers in the Constitution.

The Executive Branch 7. Constitutional Power- (President) Serve as Commander in Chief of the armed forces; makes treaties with other nations; recommend legislation to Congress; and make sure that “laws are faithfully executed.” 8. Executive Orders- The President can issue orders to his departments that have the force of law; however, It must be related to powers the President already has.

The Executive Branch 9. Cabinet- Presidential advisory body, traditionally made up of the heads of the executive departments and other officers. 10. Presidential Appointments- The President gets to appoint people of his choosing to lead the various programs. However, most Presidential appointments are subject to Senate approval (This serves as a check on Presidential Power).

The Executive Branch 11. Imperial Presidency-When a President takes actions that further increases the power of his/her office. 12. The War Powers Resolution- A law designed to clarify the relationship between the President and Congress on the ability to send troops into potential hostilities territories or to war.

The Executive Branch 14. Campaign Financing - refers to all funds raised in order to promote candidates, political parties or policies in elections. 13. Party loyalty- People demonstrate their loyalty to a political party by voting only for the people of that party.

The Executive Branch 16. Bureaucracy- Is a large, complex administrative structure that handles the everyday business of an organization. 15. The Pendleton Act - A federal law established in 1883 that stipulated that government jobs should be awarded on the basis of merit.

The Executive Branch 17. Deficit- The yearly shortfall between revenue and spending. 18. Surplus- More income than spending.

The Executive Branch 19. Entitlement- A benefit that federal law says must be paid to all those who meet the eligibility requirements (i.e. Medicare, food stamps, and veteran’s pension.) 20. Office of Management and Budget (OMB) - The Office of Management and Budget oversees the performance of federal agencies, and administers the federal budget.
