doc.: IEEE /0075r1 Submission January 2009 Jesse Walker, Intel CorporationSlide 2 Abstract This presentation contains the IEEE JTC1 Ad Hoc agenda, motions, and straw polls for January 2009.

doc.: IEEE /0075r1 Submission January 2009 Jesse Walker, Intel CorporationSlide 3 JTC1 Ad Hoc Agenda Tuesday 8:00 – 10:00 –Call to Order –Roll Call –Select recording secretary –Modify and approve Agenda –Chair’s Welcome, Status, Review of Objectives –Review outcome of November 2008 meeting and develop positions and next steps –Recess until 13:30 Thursday (estimated time) Attendance reminder: **for each timeslot*** (Documents: Thursday 13:30 – 15:30 –Call to Order –Roll Call –Select recording secretary –Develop positions and next steps to recommend to WG and 802 LSMC –Motions to the WG, as needed –Adjourn

doc.: IEEE /0075r1 Submission January 2009 Jesse Walker, Intel CorporationSlide 5 JTC1 January Meeting Status Highlights from ISO/IEC JTC1/SC6 Plenary in Montreux, Switzerland, November 3-7 –China to decide how to progress WAPI by June 2009 JTC1/SC6 Secretariat to circulate IS and TR proposals for comments Central issue of integration recognized by China, but they appear unwilling to assume any of the costs Suggestion: force the issue by progressing IEEE to DIS Fast Track –Revision of progressing Preserve document naming conventions, catalog of approved standards –Liaison Statement from JTC1/SC6 to IEEE 802 SC6 encourages IEEE 802 to continue to use JTC1 DIS Fast Track process instead of the PSDO FDIS process SC6 encourages IEEE 802 to seek Class A liaison relationship with JTC1/SC6 In November the Ad Hoc decided –Respond to the Liaison letter in January –Develop recommended schedule for submitting IEEE ,.11k/r/y for fast track

doc.: IEEE /0075r1 Submission January 2009 Jesse Walker, Intel CorporationSlide 6 January Meeting Objectives Prepare recommendation of next steps for – WG –802 LMSC Prepare response to Liaison letter for approval by 802 ExCom Prepare schedule to progress IEEE ,.11k/r/y through ISO/IEC fast track

doc.: IEEE /0075r1 Submission January 2009 Jesse Walker, Intel CorporationSlide 7 Liaison Letter See doc Asks 802 to –Use traditional fast track process instead of the PDSO fast track –Consider becoming a Class A liaison In Dallas consensus at ExComm level that we should use the PSDO fast track process –Doing otherwise is insubordinate, undercuts gains in the PSDO In Dallas no interest at ExComm level to pursue Class A liaison –Same reasoning

doc.: IEEE /0075r1 Submission January 2009 Jesse Walker, Intel CorporationSlide 8 Progressing IEEE Standards In Dallas, we seemed to have consensus to progress IEEE to ISO/IEC fast track in either March or May using the PSDO fast track Any reason to change? Any reason to consider.11k/r/y prior to completion of fast track for ?

doc.: IEEE /0075r1 Submission January 2009 Jesse Walker, Intel CorporationSlide 9 Notes for Liaison Letter We will follow FDIS defined in PSDO, because it is a process developed by ISO and IEEE that has benefits for both parties –IEEE 802 and JTC1/SC6 have a responsibility to use it –In using it, IEEE 802 and JTC1/SC6 will feed our experiences back to ISO and IEEE to refine the process and enhance the relationship between IEEE 802 and JTC1/SC6 IEEE will not investigate becoming a Class A liaison at this time –It appears that becoming a Class A liaison affords the IEEE 802 with only a subset of the benefits and responsibilities of the PSDO –If the PSDO is not renewed or refined to meet the needs of IEEE 802 and JTC1/SC6, it would be appropriate to investigate other relationships, such as IEEE 802 becoming a Class A liaison IEEE 802 encourage comments on its draft standards from SC6 national bodies at any time, especially during fast track ballots

doc.: IEEE /0075r1 Submission January 2009 Jesse Walker, Intel CorporationSlide 10 Notes for Progressing IEEE 802 Documents There are advantages to to continue to progress its standards –WTO affords protection of technology conforming to international standards From history, ISO seems to be the right international SDO –The previous collaborative agreement and PSDO give IEEE 802 rights in ISO/IEC that it does not have in other organizations Advancing would –Highlight the orphaning issue –Extends WTO protection to more recent technology When? –It seems more politic to send liaison letter before initiating fast track: don’t embarrass our friends in SC6 –Should initiate fast track at March meeting, to be executed after responding to the liaison letter Ad Hoc Chair needs to contact IEEE Staff, ExComm, Technical Editor to work through process
