I. Legal Basis  Directs local authorities to simplify and rationalize their civil application systems 1.Malacañang Memorandum Order (M.O) No. 117 dated September 15, 2003  Aims to provide a one-stop action center which shall facilitate the processing and documentation of all paper requirements necessary for the establishment of a business enterprise in the region. 2.Republic Act No of 1992, creates the National Economic Research & Business Assistance Center (NERBAC) that shall be placed under the Department of Trade & Industry.
