General Services Division / Project Administration FINAL INSPECTION AND ACCEPTANCE “It ain’t over till it’s over.” (Yogi Berra)

General Services Division / Project Administration FINAL INSPECTION AND ACCEPTANCE Job Completion D’ OH ! ! Sometimes an item or two may get left out along the way…

General Services Division / Project Administration FINAL INSPECTION AND ACCEPTANCE Job Completion Whew !! Our Final Inspector’s job is to make sure everything is finished.

General Services Division / Project Administration FINAL INSPECTION AND ACCEPTANCE Okay, so we kinda figure you won’t forget the door; that’s stretching it for fun. But we all know that things do fall between the cracks once in awhile. It’s also possible that there can be some disagreement from time to time about what the plans say or what the specifications require. Even though there may be an occasional dispute that has to be ironed out, or a claim that must be settled, construction projects must be completed to the satisfaction of the Inspector of Public Works before they are closed out and accepted. Statement of Completion Final Field Acceptance What this means to the service provider is that every effort must be made to resolve all outstanding items on the Final Inspector’s punch-list as quickly as possible so that he/she can issue a Statement of Completion. The issuance of this document is called the Final Field Acceptance and confirms that there is NO further physical work required by the contractor. Without the Statement of Completion, the job is NOT DONE!

General Services Division / Project Administration FINAL INSPECTION AND ACCEPTANCE Remember that thing that fell through the cracks? Well, before our Final Inspector gives Final Field Acceptance, he/she may have to make some notes about what’s needed to finish up. Sometimes, there is a difference of opinion between the contractor and the Final Inspector. However, if ALL contract items are not completed per plan and specification, a Final Field Acceptance will not be issued. This can be a little annoying since, most of the time the items are minor and everybody is ready to get on with the next job (or take a vacation!). But we have to remember that the Inspector of Public Works is relying on this last Final Inspector to assure him that he is signing off on the very best product that the Public can get for its money. Our Board of Public Works, in turn, relies on him. Our Final Inspector will never ask you for ANYTHING that is not in the contract requirements. But what that Inspector asks for must be provided before he/she can declare the project complete.

General Services Division / Project Administration FINAL INSPECTION AND ACCEPTANCE Fix that thing over there Fix that other thing over here Get the paperwork for this thing How come this doesn’t work? I need the Change Order for this thing Blah blah blah By the time your project receives a “Full Final” Inspection, everything should be pretty much okay. Your resident BCA Inspector and your Project Manager have been on hand to facilitate as smooth a job as possible while still ensuring that the taxpayers’ interests are protected. Final Inspection is the last step in ensuring that the project is constructed per contract. The Final Inspector is responsible for catching anything that may have been overlooked. Only then will the project be complete.

General Services Division / Project Administration FINAL INSPECTION AND ACCEPTANCE Prime Contractors receive this document for their records. They are entitled to a release of all retention monies (except any disputed funds) within 60 days of BCA’s issuance of this document. This document signifies the completion of the construction phase of the project. After the issuance of this document, an Acceptance Report is prepared for the Board of Public Works. In the Acceptance Report, BCA and the Bureau of Engineering disclose all information pertinent to the project. Due to our desire to accelerate your retention release, Project Closeout procedures begin long before this report is heard.
