Company Confidential Registration Management Committee 1 Bogus Certifications Tim Lee Chair IAQG OPMT The Boeing Company Date: July 16, 2014

RMC Workshop Long Beach, CA 16 – 17 July 2014 Registration Management Committee 2 What does the term Bogus mean? Bogus: Counterfeit or fake; not genuine, artificial, counterfeit, false, phony, sham, spurious, unauthentic, ungenuine, unreal, untrue Associated concepts: bogus ceremony, bogus certificate, bogus check Source: The Free Dictionary

RMC Workshop Long Beach, CA 16 – 17 July 2014 Registration Management Committee 3 What is a Bogus Certification? A certification that lacks peer recognition and does not provide value nor confidence that the stated management system conforms to specified requirements. ISO 17021:2011 – The value of certification is the degree of public confidence and trust that is established by an impartial and competent assessment by a third-party.

RMC Workshop Long Beach, CA 16 – 17 July 2014 Registration Management Committee 4 Introduction The validity and acceptance of a quality management system certificate can only be determined by the certified organization and their customers. The issuance of unaccredited certificates elevates supply chain risks. This presentation will focus on the differences between an accredited AS9104/1 Aviation, Space and Defense (AS&D) 9100/9110/9120 quality management system certificate versus unaccredited certificates that have been circulated in the AS&D supply base.

RMC Workshop Long Beach, CA 16 – 17 July 2014 Registration Management Committee 5 AS9104/1 Criteria Forward This standard establishes provisions for the individual IAQG sector schemes controlled use of audit results provided by CBs, based on three primary criteria: the use of accredited CBs; the CB’s use of qualified and authenticated AQMS auditors; and the use of international aviation, space, and defense standards for quality management 8.6 Issuance of Certificates j. Unaccredited certificates or certificates from unaccredited sources shall not be issued. Letters of conformance and unaccredited audit statements shall be clearly distinguished from accredited certificates.

RMC Workshop Long Beach, CA 16 – 17 July 2014 Registration Management Committee 6 Risk Mitigation The acceptance of an AS9100/9110/9120 unaccredited certificate has been minimized via establishment of the Industry Controlled Other Party (ICOP) scheme and the Online Aerospace Supplier Information System (OASIS) database. If the issuing Certification Body or the Certified Organization is not listed in the OASIS database the certificate should be suspect.

RMC Workshop Long Beach, CA 16 – 17 July 2014 Registration Management Committee 7 Look for the Accreditation Logo:

RMC Workshop Long Beach, CA 16 – 17 July 2014 Registration Management Committee Accredited Certificate Example 8 Recognized Accreditation Logo Reference to AS9104/1 ICOP Scheme Recognized & Valued Certificate

RMC Workshop Long Beach, CA 16 – 17 July 2014 Registration Management Committee Unaccredited Certificate Examples 9 No accreditation Logo No reference to AS9104/1 Scheme No value

RMC Workshop Long Beach, CA 16 – 17 July 2014 Registration Management Committee 10 Buyer Beware Unaccredited conformance bodies often make false promises: Industry recognized Low cost alternative Fast track certification No need for those “Pesky” audits Suppliers could waste thousands of dollars and value time to obtain an unaccredited certificate only to learn that it is not acceptable to their customer. The presentation of an unaccredited certificate to an AAQG Member Company could result in: Contract delays Approval road blocks No future bid opportunities u

RMC Workshop Long Beach, CA 16 – 17 July 2014 Registration Management Committee 11 Summary The AAQG and all IAQG global sectors are working very hard to establish, maintain and improve a robust, recognized and valued accredited certification process. We should not allow the introduction of bogus certificates in our supply chain. We ask Aerospace Auditors to assist us and maintain the integrity of the process in a way that, only certificates which deliver confidence to stakeholders are recognized. u
