NOW AN ACTUAL FOUL We had enforced it as illegal helmet contact, but it never had its own name Emphasizes intentional contact involving the head and neck area TWO PARTS TO KNOW Defenseless Players Targeting Definition

RULE 2-43 (New) Targeting is an act of taking aim at an opponent to initiate contact above the shoulders. PENALTY Rule 9-4-3(m) (New) No player or non-player shall … Target and initiate contact above the shoulders of an opponent with the helmet, forearm, hand, fist, elbow or shoulder.

LOOKING FOR INTENT LOOKING FOR INTENT FIND THE DANGEROUS HITS TO THE HEAD AND NECK AREA THAT ARE MEANT TO PUNISH FIND THE DANGEROUS HITS TO THE HEAD AND NECK AREA THAT ARE MEANT TO PUNISH ACTS THAT GO BEYOND THE NORMAL HITS OF THE GAME ACTS THAT GO BEYOND THE NORMAL HITS OF THE GAME YOU WILL KNOW IF IT IS INTENTIONAL YOU WILL KNOW IF IT IS INTENTIONAL PLAYER WITH A BRICK IN HIS HAND PLAYER WITH A BRICK IN HIS HAND

TARGETING Attacking an opponent with apparent intent beyond legal hit Player meant to use the helmet or contact defenseless player above shoulders NOT TARGETING Two helmets that happen to contact each other as both players dip Hand contacting helmet in a swiping moment momentarily that does not look like punishment

LAUNCH Leaves feet with upward and forward thrust above shoulders THRUST Upward and forward thrust from crouching with contact above shoulders without leaving the ground STRIKE Leads with helmet, forearms, fist, hand, elbow to contact high HEAD DIP Lowers head before attack to initiate contact with crown of helmet HIGHLY SUSPECT

HEAD UP Head facing player, and crown of helmet does not hit high POSITION CHANGE “Victim” changes position of body that causes the high contact to occur HEAD TO SIDE Player moves head to side of opponent rather than initiating contact with it WRAP-UP Use of arms to wrap around player in effort to tackle him normally LESS SUSPECT

Rule (New) A defenseless player is a player who, because of his physical position and focus of concentration, is especially vulnerable to injury. These are the players we need to protect when thinking about targeting.

A player satisfies this rule when one foot is on or beyond the line five yards behind K’s free kick line. Rule A period must be extended by an untimed down if (accepted foul, double foul, IW, TD) occurred during a down in which time expires. Last year, if this happened in the last down, we would extend. Now, if the clock runs out while the ball is dead, we do not need to extend. Same exceptions 3-3-4(b)

A’s ball. 3 rd and 10 at B’s seconds left in the 1 st quarter. RB A25 runs to B’s 10 where he is tackled inbounds by the face mask. The clock shows :05 remaining. After enforcement, the Referee winds the clock. The clock hits :00 before the snap. LAST YEAR – Period extended for an untimed down. THIS TEAR – Period is over and will not be extended.
