3M & Navy Supply System Emphasize that particular aspects of the 3-M system may vary between communities, coasts, commands, etc.

Objectives Objective of the 3-M system Purposes of the 3-M subsystems Planned maintenance subsystem (PMS) Maintenance data collection system (MDCS) Duties of the division officer and work center supervisor in the conduct of the 3-M system The student will know the objective of the 3-M system. The student will know the purposes of the 3-M subsystems . Planned maintenance subsystem (PMS) 2. Maintenance data collection system (MDCS) The student will know the duties of the division officer and work center supervisor in the conduct of the 3-M system.

3-M System What is the 3- M System? Maintenance, Material, Management Purpose: Provides a means of managing maintenance aboard a ship Provides efficient uniform methods of conducting and recording preventive and corrective maintenance in a way that allows easy access to the collected data - Maintenance and Material Management System - : To provide for managing maintenance and maintenance support in a manner which will ensure maximum equipment operational readiness

3-M Objectives Standardization - achieve uniform maintenance standards and criteria Efficiency - effective use of available manpower and material resources in maintenance Documentation - recording of maintenance to establish material history Analysis - provision to be used in the improvement of maintainability and reliability of systems and equipment, and the reduction of cost of material ownership

3-M Objectives Configuration Status Accounting - a means of reporting and recording changes in what equipment is installed onboard, equipment configuration specifications, and shipboard location Scheduling - standardized method for scheduling, planning, managing, and tracking maintenance required and accomplished

3-M Subsystems Planned Maintenance System (PMS) Standardized method of planning, scheduling, and accomplishing preventive maintenance Maintenance Data System (MDS) Allows maintenance personnel to report applicable maintenance requirements and configuration changes to equipment

PMS Terms Preventive maintenance Corrective maintenance actions intended to prevent or discover functional failure (ie changing oil / filters, cleaning components) Corrective maintenance actions taken to fix equipment that has failed or is working below standards a. Definition b. Purpose . Component parts: Discuss the principal planning and scheduling documents as well as working guidelines for conducting actual maintenance. d Associated terms (1) Corrective maintenance (2) Planned/Preventive maintenance (3) Work center (4) Work center supervisor

PMS Terms LOEP - List of Effective Pages MIP - Maintenance Index Page List of MIP’s for each piece of equipment within a specific work center (division) MIP - Maintenance Index Page Issued for each piece of equipment Index of all MRC’s for equipment MRC - Maintenance Requirement Card Detailed procedure for performing maintenance (how, who, what, when) a. Definition b. Purpose . Component parts: Discuss the principal planning and scheduling documents as well as working guidelines for conducting actual maintenance. d Associated terms (1) Corrective maintenance (2) Planned/Preventive maintenance (3) Work center (4) Work center supervisor

Periodicity Codes D - daily 2D - every 2nd day W - weekly M - monthly 2M - Every 2nd month Q - quarterly S - semiannually A - annually R - situational U - unscheduled maintenance LU - lay-up PM - periodic maint. SU - start up OT - operational test

Cycle PMS Schedule Planned maintenance between major overhauls Supervised by the department head Prepared by using LOEP and MIP’s Used to prepare the quarterly schedule

Quarterly Schedule Visual display of Work Center PMS Covers 13 weeks Department Head supervises Used to prepare weekly PMS schedule

Weekly Schedule Visual display of Work Center PMS Covers 7 days Permits scheduling PMS daily Division Officer supervises WCS assigns tasks and updates as maintenance is performed

Benefits of PMS Increased equipment reliability Improved planning and management Simplified records Excellent training aid Continuity and standardization of maintenance Increased safety

Problems of PMS Not self-starting nor self-sustaining Will not automatically and effortlessly produce good results Personnel shortage and turnover Training in maintenance required Occasional errors must be expected (though not necessarily accepted)

Maintenance Data Collection System Purpose Allows maintenance personnel to report applicable maintenance requirements and configuration changes to equipment Interaction with supply system Equipment request forms a. Definition b. Purpose c. Interaction with supply system d. Component parts: Discuss main documents associated with reporting and maintenance history.

Maintenance Action Forms 2K - ships hand generated form 2Q - ships computer generated form 2R - Maintenance Facility computer generated form

Tracking Corrective Maintenance CSMP - Current Ship’s Management Project Consolidated listing of corrective maintenance to be completed SFWL - Ship’s Force Work List Listing of work center corrective maintenance to be completed

Supply Interface 1240 - hand written supply request old method generally internal use 1348 - computer generated supply request internal or external use

Feedback Forms Report discrepancies and problems Request PMS coverage Request PMS materials Sent to NAVSEACEN or TYCOM depending on category.

Discussion/Emphasis Overall importance of preventive maintenance Necessity of corrective action for maintenance deficiencies Impact of 3-M on combat readiness Responsibility for 3-M Division Work center supervisor
