NGA Joint Training Implementation Issues Dave Cook Chief, Plans and Readiness (571) CSA Joint Training WG WJTSC MAR 2012 UNCLASSIFIED

Strong support to CCMD, Service & National exercises Maturing internal exercise program Active Lessons Learned program –JLLIS fielded & used on NIPR/SIPR/JWICS Warplanning & Readiness Assessment programs in place to support JTS activities NGA JTS Strengths

NGA JTS Issues  Lack of JTSS  Stalled JTP Development  No Joint Intel Training Continuity Do not use JTIMS (rarely used by Intel Community) Lack TPOs Fail to effectively integrate GEOINT M&S into intelligence training

Issue: Lack of JTSS Discussion –In 5 years, 4x assigned, but in-place for 18 months –Lengthy SCI clearance process is primary culprit Impact –Cannot allow JTSS into NGA facilities/networks –No continuity of effort for NGA JTS activities –Excessive effort to keep JTSS effectively employed Mitigation –Gov’t staff work JTS on part-time basis Next Steps –Await clearance process 4

Issue: Stalled JTP Development Discussion –Multiple unsuccessful efforts despite revised AMETL & strong internal/external exercise program Impact –Poor prioritization of exercise training effort –Unable to assess training readiness Mitigation –Develop interim Director/NGA Training Guidance –Exercise Office continue to solicit NGA training needs Next Steps –None, pending availability of JTSS 5

Issue: No Joint Intel Training Continuity Discussion –CCMD, Service & CSA joint intel training forum (JFITC) closed MAY 11; no replacement identified Impact –No community focus on joint intel training –Lack of continuity/consistency of needs & solutions –UJTL SN-2 revision overdue—no leadership Mitigation –None Next Steps –Encourage USDI and/or JS/J2 to take leadership role 6
