Public Comments Draft Intended Use Plans posted on GEFA’s website on Wednesday May 20 th In addition, comments to the Intended Use Plan can be made via e- mail to Jason Bodwell through the Close-of- Business on Wednesday May 26, We will take note of any public comment made at today’s meeting. All comments will be reviewed and adjustments to the Intended Use Plan will be made if GEFA staff feels as though the comment warrants. All answers to non-project-specific comments will be posted on the GEFA website by Close-of-Business on Thursday May 27, 2010.

Additional Subsidization - CW Tier 1 CW Projects 15% of loan amount drawn - principal forgiveness 85% of loan amount drawn – 3% interest loan with a 2% closing fee (total value of signed loan contract) Requirements: Compliant with GEFA minimum requirements by 9/30/2010 Qualified Local Government status Service Delivery Strategy requirements State Audit requirements Metropolitan North Georgia Water Planning District (if applicable) Notice to Proceed by 12/31/2010 Tier 2 CW Projects Option 1 – Guarantee of 3% interest loan with a 2% closing fee when ready Option 2 – Wait to see if Tier 1 funds become available on 12/31/2010 Tier 3 CW Projects 3% interest loan with a 2% closing fee available first-come-first-serve (approx. $50 million)

Set-asides Clean Water set-asides 4% of grant for administration ($1,377,960) Drinking Water set-asides 4% of grant for administration ($1,282,840) 2% of grant to implement SB 370 water loss audits and provide state-of the art leak detection services to eligible small systems ($641,420) 10% of grant for Source Water Assessment, Cryptosporidiosis, Information Management, Capacity Development, Statewide Water Plan and Water Conservation and Water Efficiency activities ($3,207,100) 15% of grant for Capacity Development, Statewide Water Plan, and Wellhead Protection activities ($4,810,650)
