Non-subdivision Application Types Applications to the Office of Surveyor General Victoria (OSGV) are now lodged in SPEAR As such, OSGV and the SGV now have active roles in SPEAR to handle these new application types and approve them in SPEAR: Plan of Crown Allotment (OP) Notice of Re-establishment (RE) Permanent Mark Sketch Plan (PM) (will be moving to LASSI – SMES)

Non-subdivision Application Types Transfer of Land Act 1958 applications with a survey component are also lodged in SPEAR – Section 60 (1), Application for a vesting order based on title by possession – Section 99 (1), Application for amendment to boundaries, area or position – Section 103 (2), Application to correct land description in the Register to accord with plan – Section 15, Application to bring land under the operation of the Transfer of Land Act 1958 (Possessory General Law Land) – Section 26P(1), Application for deletion of warning relating to title dimensions – Section 98CA, Conversion of building subdivisions (stratum plans)

Current SPEAR watermarks on the plan

Signatures on the plan SPEAR will be changing its method of watermarking documents by: applying signing text onto the plan directly (instead of in the margins) watermarking the ‘Council Certification and Endorsement’ section of the plan of subdivision with council’s decision (instead of producing a separate form)

Signatures on the plan The new templates aim to standardise what is required across dealing types, reducing the number of templates that Land Victoria maintains from 23 to 6 New templates will be designed to suit: Plans for Certification Plans of Survey, Crown Allotment and Boundary Plans RE’s and TP’s Abstract of Field Records

Signatures on the plan – Implementation Land Victoria: Create new template files in DWG, LCD, DGN and DXF formats (to be available from the SPEAR website) Prepare a set of detailed document examples to illustrate how these templates should be applied across the various dealing types Planned for SPEAR Release 4.1 in April 2015

Owners Corporation Schedules in digital form Surveyors are now able to load the Owners Corporation schedules into SPEAR in an Excel spreadsheet as an optional action This will enable the information to be ‘cut-and-pasted’ into VOTS Currently, the information still has to be provided on the Subdivision Plan, as per normal practice We are planning in the future to require the spreadsheet and have SPEAR ‘attach’ it to the Plan, as necessary

Implementation progress Stage 2 – In production since May 2013 – ePlan as the Plan of Subdivision or Plan of Consolidation – Plan PDF derived from the ePlan (via Visualisation) – Further development of the validation, visualisation and data delivery services

What can be lodged using ePlan? Most Subdivision Act application types currently supported by SPEAR can be lodged as ePlans – Section 22, 23, 24A, 32, 32a, 35, 35(8) (See SPEAR User Guide 1) – Must be connected to MGA94 bearing datum - this also applies to non-survey and partial survey plans – Boundaries can be defined by buildings (footprint only) Except for Boundary Plans and Section 37 Staged Plans – The visualiser does not support the staged plans yet – Expect to support these in later 2015 and, perhaps, also TLA and Crown applications 3D building plans are not yet supported

Implementation progress 5 surveying firms have submitted ePlans to SPEAR – Geometri, Absolute Surveying, Walpole Surveying, Berry & Whyte Surveyors and Digital Land Surveys 21 ePlan submissions since May 2013 – 3 have been registered 11 test ePlans from pilot organisations in formal hands-on training sessions conducted for LISCAD users 1 formal hands-on training session conducted for GeoCivil/ePSALON users

ePlan benefits for Land Victoria and others Improved digital data examination – Labour-intensive nature of paper-based or PDF plan examination – Reduces lodgement errors due to missing or incorrect information Efficient update process for cadastral databases – Automatic and simultaneous update of the internal databases, e.g. cadastre, property, title and survey mark databases, etc – Spatially-accurate cadastral database benefits many other users Standard data exchange format – Sharing and collaboration – Nationally and internationally recognised Data re-use – Decreases errors and saves time because data does not need to be re-entered

ePlan benefits for surveyors Enhances the quality of subdivision plan data Provides access to / reuse of digital data for previous surveys through ePlan import functionality in surveying software packages Saves time for constructing the surveys through pre- populating administrative data from Vicmap and SMES (e.g. admin boundaries, survey marks, location addresses, road abuttals, etc.) Reduces lodgement errors due to missing or incorrect information Reduces number of requisitions

ePlan benefits for surveyors Assists with improved plan processing resulting in reduction in examination and registration times Allows for transfer and reuse of standardised digital data between surveying software packages and between organisations and units Assists with compilation of spatially-accurate map base for Victoria Now that we have actual users, Land Victoria is reviewing the original detailed business case for ePlan to update the costs and benefits

ePlan benefits – a practitioner’s view A case study on Geometri Pty Ltd is underway to validate the ePlan benefits Some benefits reported by the surveyor: – Less scope for numerical errors in the final Plan of Subdivision given that drafting/editing in a CAD package is avoided – No need to maintain plan templates for the various sections of the Subdivision Act, such as section 22, section 35, etc – Appended pages to the subdivision plans, such as for OC’s schedules or building envelopes, are quickly generated by SPEAR – Field Notes are drafted more quickly with greater confidence that they are complete – Time savings on requisitions given that the ePlan XML file is validated for structure and content prior to lodgement

Costs for ePlan Implementation costs to surveying firms – Setup of new and/or amendment to existing work practices to cater for ePlan – Need for updated software – Running the current drafting process and the ePlan process in parallel for some time – Training of surveyors and draughtsmen Cost to Land Victoria – Updates to SPEAR, VOTS and other existing software to cater for ePlan – ePlan validation and visualisation – LASSI – SPEAR functionality – Creation of new work processes and supporting software, e.g. computer-assisted examination

ePlan roll-out strategy Land Victoria is exploring mechanisms to encourage the take-up of ePlan. Possible options include: Changing SPEAR so that ePlans auto-populate the SPEAR application wizard Lodging ePlan applications with Land Victoria to be cheaper than lodging PDF applications (via 2015 RIS) The examination process for ePlan applications to be quicker The automated process for updating the map base to be quicker At a national level, the ePlan Working group is looking at the options to make submission of digital lodgements compulsory country-wide in the medium term (starting with Queensland, NSW and Victoria)
