Project Selection - Draft STIP Projects are selected from various funding programs like HBP, TE or STP Draft Scope, Schedule, Budget, (Prospectus) and Intergovernmental Agreement (IGA) are developed

PROSPECTUS

The project prospectus is a tool to convey information about a project to various organization inside and outside of ODOT It starts the process of identifying the problem to be solved and presents ideas on how to solve it PROJECT PROSPECTUS

It contains information on the Project: –Costs –Funding sources –Funding years –Right of Way impacts –Environmental impacts

Its Divided into Three Parts Part 1 - Project Request Part 2 – Project Details Part 3 – Project Environmental Class

The project location Overview of the project Problem statement Proposed solution Cost estimates for PE, CE, Right of Way, and construction Part 1 provides information on:

Who is responsible for completing the different categories of the project design Base design requirements Roadway element widths Structure size and cost Right of Way information Part 2 defines:

Details environmental impacts Environmental baseline information Require permits, reports and clearances Part 3 – Environmental details:

This milestone is a critical point of decision- making that establishes the geometric boundaries of the project footprint, and allows the concurrent right-of-way (ROW), permitting, and construction contract document activities to move forward Design Acceptance Package

Design Acceptance also provides for environmental and land use requirements, and subsequently how they affect permitting and the development of construction contract documents Design Acceptance Package

–It occurs at the end of the initial design phase and requires all project disciplines to review the design for balance of context with standards and policies. –It is the primary opportunity for both technical and non-technical stakeholders to review design elements according to their specific interests. Deliverables include Design Acceptance Package

DAP Deliverables Environmental Documentation (e.g., NEPA CE, EA, EIS) Design Narrative and/or Bridge Type, Size, and Location (TSL) Plan Sheets Current Schedule Current Estimate/Budget

Advance Plans and Specifications This is a key interim step of the contract document phase, and requires all project disciplines to review draft contract documents for completeness and accuracy. It is the primary opportunity for technical staff to provide quality control review of the project plans, specifications, and estimate as a package.
