City of Lake Elmo · New Village Workshop-Focus on Infrastructure· January 20, 2007 PAVEMENT STATISTICS 84 MILES OF PAVED ROADS PAVEMENT CONDITION The average city standard roadway (built to City specifications) is 9 years old. The average non-standard roadway is 19 years old. 63% of roadways are in “adequate” category requiring sealcoating maintenance. 24 % of roadways are in a “marginal” category requiring overlays. 13% of roadways are in the “problem” category, requiring complete reconstruction. By increasing roadway maintenance and reconstruction resources, roadways could be improved (81% “adequate”, 14% “marginal” and 5% “problem”) for the next 10 years at a cost of $28 million, a savings of $11 million in comparison with current maintenance levels

WHAT IS A PAVEMENT MANAGEMENT PROGRAM? Assessment of the current pavement conditions of the City’s roadways and recommended maintenance and reconstruction actions.
