Standards of Ethical Conduct for Government Employees BCT Student Handout (Extract of BCT SC1 TSP NO. 1) To be ethical means to be honorable; to practice moral principles in the choices you make every day. As soldiers, you are guardians of the public trust. The citizens of this country expect that you will always try to do the right thing. There is the responsibility to correctly use government property and government information, to show integrity in dealing with financial matters and when you are respresenting the government. You must obey the laws of the land and adhere to the highest standards of ethical conduct. Duty to your country comes before personal gain, and you must conduct yourselves so that the public will have absolute confidence in you, your integrity, and the professionalism of the U.S. Army. By Executive Order of the President of the United States: Principles of Ethical Conduct -- As a government employee, your loyalty is to the Constitution. Do not allow outside financial interests (like a second job) to affect your performance of duty. Do not allow special information you may have to be used for financial advantage by you or other persons. Don’t ask for or accept gifts from persons or organizations you do, or might do, official business with (minor exceptions apply). Do your job well every day and earn your pay. Don’t make any promises or commitments on behalf of the government. You must always do what is in the best interest of the government. Don’t give any person or organization special treatment. Conserve and protect federal property. Use it for its intended purpose. Reference: Thunderbolt Six Policy Letter No. 36-8, dated 26 August, All leaders are charged with being proactive in the fight against extremist group activity. This is because the activities of extremist organizations are inconsistent with the responsibilities of military service. Their actions are counter to the spirit and law of equal opportunity and the strides that have been made in recent years. That every person should live free from fear and pursue God-given rights under our Constitution is an ideal from which we will not retreat. 3. As defined, an extremist organization advocates the denial of civil rights to any group through violence or the threat of it. Active participation, including promoting membership in such an organization and/or expousing their views, either on or off duty, is inconsistent with good order and discipline. There will be adverse career consequences for anyone who would commit or encourage these wrongful acts. 4. The face of extremism changes from place to place and from time to time. We must be vigilant against extremist discrimination in its different forms: racism, sexism, ultranationalism and religious bigotry. The only “isms” that have a place in our military are patriotism and heroism. How we think and act now will determine what kind of Army we will serve in and what freedoms our children will enjoy.
