Energy & Climate Change Workgroup THE COVENANT OF MAYORS EU initiative to implicate local governments to achieve Climate Change objectives (20/20/20). THE MAYORS, COMMIT TO: Go beyond the objectives set by the EU for 2020, through the implementation of a Sustainable Energy Action Plan. Prepare a baseline emission inventory as a basis for the Plan; and submit it within the following year Submit an implementation report at least every second year after submission of the Action Plan for evaluation, monitoring and verification purposes; Organize Energy Days or City Covenant Days

Energy & Climate Change Workgroup THE COVENANT OF MAYORS Diputació de Barcelona support role Environment Department offers technical & economic support to local authorities to prepare the Sustainable Energy Action Plan (PAES, Diputació Methodology). 1,5 M € (2008 – 09 Political priority). More than 80 local authorities sign the Covenant of Mayors and begin their PAES process (more than inhabitants (A pril 2009 )) Based on Local Agenda 21 1.GHG emissions evaluation USES DESGEL 2.Diagnosis & Strategy 3.Action Plan 4.Participation Plan 5.Monitoring Plan 6.Communication Plan 7.Synthesis

Energy & Climate Change Workgroup Xarxa is a local authorities ASSOCIATION. It works to achieve a Sustainable Development. - Cooperation and information exchange platform. A forum to debate common problems, needs and experiences and working in common interest projects. - Born in Nowadays, more than 240 local authorities (77% Catalonia population). - Collaborations with Provincia de Chieti, Coordinamento Agende Locale italiane, and others. - Diputació de Barcelona plays a support role holding the Technical Secretary. 5 working groups. Energy & Climate Change Workgroup DESGELDES GEL DESGEL, Programa de D iagnòstic E nergètic i S imulació de G asos d’ E fecte d’hivernacle L ocals (Energy Diagnosis & Local Greenhouse Gases Simulation Program) -Created under request of the Energy and Climate Change Xarxa working Group, and Environment Department priority (CD version). - Applied in 4 local authorities as a pilot test (Badalona, Mollet del Vallès, Granollers & Sabadell) -Nowadays, more applications (Girona, etc.) and used in Sustainable Energy Action Plan methodology (especial Patch created).

Energy & Climate Change Workgroup So, what’s DESGEL ? A free software designed for energy diagnosis and GHG emissions evaluation, of a city / town. 1. Evaluate local energy consumption. 2. Support on energy and climate change planning. 3. Allow implementation and periodic monitoring. 4. Analyze significant indicators trends. 5. Evaluate main goals achievement on saving, energy efficiency, renewable energies implementation and greenhouse gases reduction. An analysis tool to identify the main sectors to apply an Action Plan and monitoring the local energy and GHG emissions behavior and trends.

Energy & Climate Change Workgroup The conceptual model: 5 issues. 1. Include local authority energy consumption, and also other local energy consumptions. 2. Useful tool for political and technical decision-makers. 3. Functional city vs. Territorial city concepts. Territorial model: considers only energy balance within local boundaries. Functional model: energy balance results of local activities and its effects out local bounds (waste, water…). 4. GHG emissions: excludes forest fires, agriculture and farming and aerosols. 5. Include Municipal System of Sustainable Indicators.

Energy & Climate Change Workgroup Public & accessible data source (some offered by Diputació itself). However, local authorities must research 45% of the variables. Variables units: uniformity, international system, common units for energy (kWh). Sometimes, it needs data pretreatment. 3 diagnosis levels: GHG emissions, Energy, Others. Excel file import and export. File exchange. Patch creation. 333 variables divided in: Key variables (219, 66%) and the rest (114, 34%). For the first level just 20 variables with patch. Historical data and comparison between local authorities. High effort to introduce data. Importance of actualization. The variables

Every one has a definition spreadsheet. Also divided in: Key Indicators (175, 71%), Others (82, 29%). Goal indicators (7) highlighted. Local renewable energies production Renewable energies self supply Total territorial energy consumption / inhabitant Functional energy consumption / inhabitant Public building total energy consumption / inhab. Energy intensity of local consumption GHG functional emissions / inhab. Flows: it creates diagram for local balance flows. The indicators

Energy & Climate Change Workgroup CONCLUSIONS - High amount of variables (333). Hand made introduction. Need all variables to calculate. - Data source actualization needed. - Heavy interface, problems with slow computers. + Useful as a complement to an energy management program. Have to be seen as an opportunity for the local authority. + Good analysis tool. + Includes functional model. + Identify main GHG emissions sectors. + Automatic report generator. + Excel File Exchange. Reports, diagrams and spreadsheets could be used in other formats (.doc,.pdf). + Common calculation methodology. Allows time & space comparison.

Energy & Climate Change Workgroup - Applied in 4 local authorities as a pilot test (Badalona, Mollet del Vallès, Granollers & Sabadell) - Current version: DESGEL Strengths and weaknesses analysis. - Nowadays, more applications (Girona, etc.) and used in Sustainable Energy Action Plan methodology (especial Patch created). - Preparing new evolved version based on applications know-how (overcome weaknesses).
