UCLA EPIC Program Overview McFerran CITI 11.30.10

EHR Project Goals UCLA Health Sciences Nov 30, 2010 To make UCLA Health Sciences the most information-rich academic medical center in the country Our goals for the EHR project are to: Enable an outstanding patient experience Facilitate high quality, safe, and efficient care Ensure availability, portability, and seamless flow of information Facilitate easy capture and analysis of data Promote UCLA’s position as a leader, innovator, and destination for patient care, medical education, and clinical research Contribute to UCLA’s ability to recruit the best and brightest students, residents, fellows, faculty, and staff This is a transformation of how we deliver care as an institution

ARRA Incentives UCLA Health Sciences Nov 30, 2010 ARRA provides $17+ billion for Medicare and Medicaid incentives for ‘meaningful use’ of health IT in patient care Essentially a rebate, and covers ~ 25-40% of 5-year cost for implementing and maintaining an EHR Medicare has penalties for not being a meaningful user starting in 2015 Latest start for full Medicare incentive is October 1, 2012 for physicians, July 1, 2013 for hospitals Roll out very complex to maximize payments --- could some be left out? 100% 80% 50% 40% 30% 20% 10% Drug-drug & drug-allergy checks Electronic submission of quality metrics Problem, medication, and allergy lists Record demographics, ht, wt, BP, and smoking status Clinical summaries for each office visit, transition, & referral Medication reconciliation Access to data electronically post-encounter (e.g., pt portal) E-prescribing CPOE for medications Preventive care reminders for pts > 65-yo Pt-specific educational resources Access to data electronically continuously % of Patients

UCLA ARRA Impact Forecast UCLA Health Sciences Nov 30, 2010 annual payments assuming we comply by 2011 ~$40M graph shows the annual payments assuming we make a 2011 date to comply, and isn't the graph showing what our maximum opportunity is if we comply during those years
