The main areas of OSCE assistance to law enforcement bodies with the focus on capacity building -Community Policing - Police training -Police investigations -Human Resources management

Possible ways of introducing of the “illegal trafficking of hazardous waste” issue through the OSCE assistance to law enforcement bodies n Inserting the “illegal trafficking of hazardous waste” subject into the police training programs while developing a new training curricula for local police training institutions; n Addressing the “illegal trafficking of hazardous waste” concern while advising to the National Ministries of Interior on police reform issues; n Including the “illegal trafficking of hazardous waste” component into the frame of practical assistance provided at the police investigations sphere;

Steps to be taken on the way of introducing of the “illegal trafficking of hazardous waste” through the OSCE assistance to law enforcement bodies n It has to be explored how national legislation identifies the role of police in the investigating of the environmental crimes in general and illegal trafficking of hazardous waste in particular; n It also to be explored how much the environmental component in OSCE police-related activities may be of general political support as well as donors interest; n Available or envisaged activities of another international actors in this field are to be learned to avoid the risk of overlapping; n Experienced police experts at the sphere of environmental crimes are to be identified;

Valuable assistance / information n Information on examples of national legislation which provides considerable frame-work for Police to investigate the environmental crimes; n Information on international organizations which provide assistance at the sphere of fighting the environmental crimes in general and illegal trafficking of hazardous waste in particular; n Regular information sharing on available activities / new initiatives at the sphere of fighting the environmental crimes;

4. OSCE Border Security and Management Concept

Adopted by the OSCE Ministerial Council December 2005 Reaffirms the obligations and commitments already undertaken by the Participating States at the global, OSCE and Bi-lateral level

Participating states undertake to promote co- operation between their border, law enforcement and competent national structures with a view to: Promoting free and secure movement of persons, goods, services and investments; Reducing the threat of terrorism, including preventing cross-border movement of persons, weapons and funds connected with terrorist and other criminal activity; To prevent and repress transnational organised crime, illegal migration, corruption and trafficking in weapons, drugs and human beings;

Participating states undertake to promote co- operation between their border, law enforcement and competent national structures with a view to: To promote high standards in border services; To promote dignified treatment of all individuals wanting to cross borders; To create beneficial conditions for social, economic and cultural development; To foster common spaces of freedom, security and justice in the osce area; To ensure security of the international transport circuit for supply of commodities.
