3 Background Environmental Heavy Cost Investments Planning Project (EHCIP) (Nov – Nov. 2005): Long list of the projects collected through questionnaires 2 widely participated workshops (April 2004 and June 2005) from all the relevant stakeholders including governmental organizations, NGOs, universities, municipalities "Project Ranking Methodology“ and "Project Prioritization Manual“ were identified. 7 Background New Prioritization Study ( ): Questionnaires were sent to 450 municipalities over populations (census 2000) and about 300 applications were received. Complementary data from İller Bank, TurkStat, SPO, DSI, Treasury. The same screening and ranking criteria as defined by EHCIP Project. After the screening, the national prioritized pipeline is composed of totally 131 projects; –wastewater - 61 projects –solid waste - 52 projects –drinking water - 18 projects The final pipeline is published at the website Project Selection and Prioritisation-PEPA Projects above 10 Million € Projects in accordance with EU Environmental Acquis Republic of Turkey Ministry of Environment and Forestry

16 Environment Operational Programme Present situation 2 years since the start of the programming period and 1 year after the adoption of the Programme Pre-requisites for eligibility of expenditure; the Conferral of management powers decided by the Commission and signed Financing agreement delayed. Major projects (as subjects to the appraisal and approval by the Commission) are delayed. 2 out of 26 projects were submitted in Time needed to start the implementation (tendering/contracting, preparation of designs, etc...) N+3 – disbursement rule of the Commission Republic of Turkey Ministry of Environment and Forestry
