DEPARTMENT OF CORRECTIONS SUBSTANCE ABUSE PROGRAMS Where and how to spend the money? Correctional reforms enacted in 2011 including decriminalization of drug offenses Reinvest savings from reduced prison population growth due to drug law changes “Expanding and enhancing treatment programs that employ promising practices” Devotion of additional $6.8 million per year to these programs Corrections’ recidivism research on impact of treatment programs Need for community-based treatment programs 2005: 450 substance abuse treatment beds-all in jails and prisons Beginning in 2014: 5,455 treatment slots-2/3 outside of jails and prisons Will measure community-based program results vs. institution-based results

COMMONWEALTH ENERGY MANAGEMENT AND CONTROL SYSTEM (CEMCS) Turning data into information to optimize energy utilization Pilot project began in 2011 on 43 Ky state government buildings at 23 sites Enterprise software system–monitor, analyze, control & optimize energy use Kentucky, as of late-2013, only state to have such a system Creating a data rich environment through state-of-the art collection methods Scaling energy efficiency methods from pilot to larger implementation Installation of building controls combined with software: Provides a complete understanding of energy consumed Enable building managers centrally and on-site to diagnose and adjust quickly Utility bill payment Awards
