BOXES AND DEBRI ON ROAD TO LSA – POTENTIAL IED PLACEMENT PLACEMENT OF ONE BOX FULL OF METALIC & OTHER DEBRI IS PRECISELY AT THE POINT DESIGNATED AS “U.S.” MOTOR POOL A SECOND EMPTY BOX IS LOCATED OFF THE ROAD, NEAR AN ABANDONED BUILDING. THE BOXES COULD BE OF NO IMPORTANCE, OR THEY COULD BE USED TO CONCEAL AN IED. THEY COULD HAVE BEEN PLACED BY PERSONS WITH NEFARIOUS INTENT, OR AS A TEST TO SEE HOW THE U.S. WOULD REACT. NO REACTION TO POTENTIALLY THREATENING CIRCUMSTANCES COULD SIGNAL WEAKNESS ON OUR PART, AND EMBOLDEN TERRORISTS. SUGGESTED MITIGATION: HN REMOVE THE BOXES IMMEDIATELY (NOT TO BE MOVED BY U.S. PERSONNEL, AS THERE IS NO K-9/EOD SUPPORT)

MULTIPLE HOLES & BREACH POINTS IN ALL SIDES OF PERIMETER: THE LSA IS LOCATED SEPARATELY FROM THE MAIN INSTALLATION, AND IS ACCESSIBLE TO THE LOCAL POPULATION FROM ALL DIRECTIONS. ON 2 JUNE THERE WERE ONLY 2 HN SECURITY GUARDS POSTED AT THE LSA ECP. TREES PROVIDE CONCEALED MOVEMENT FOR UNAUTHORIZED PERSONS TO REACH THE PERIMETER. THERE ARE MULTIPLE SEVERE BREACHES THAT A LARGE ADULT CAN EASILY FIT THROUGH (I DID). SUGGESTED MITIGATION: HN EMPLACE C WIRE AROUND THE ENTIRE INSIDE PERIMETER. (NOT POSSIBLE OUTSIDE DUE TO TREES. NO STANDOFF AREA). REQUEST HN INCREASE AREA PATROLS. U.S. PERSONNEL CONDUCT REGULAR WALK AROUND INSIDE PERIMETER.

NOT ALL HOLES & BREACH POINTS ARE DEPICTED. THERE ARE MANY.

INCIDENT: UNKNOWN PERSON(S) AT AN UNKNOWN TIME ACCESSED THE INTERIOR OF THE LSA AND SPRAY PAINTED GRAFFITI ON ONE OF THE TENTS. DISCOVERED DURING WALK AROUND THE PERIMETER ON 2 JUNE. MITIGATION: REGULAR INSPECTIONS OF THE INTERIOR PERIMETER BY U.S. PERSONNEL AS A DETERRENT, AND TO LOOK FOR FURTHER ACTS OF VANDALISM. ALL INCIDENTS ARE TO BE IMMEDIATELY REPORTED TO THE ON-SIGHT COMMANDER, ON-SIGHT ATO, HIGHER COMMANDER AND ATO, AND HN SECURITY.

LOCATION OF GRAFFITI

TRASH PILE SMOLDERING NEAR FUELLER: THE FUELLER WAS LOCATED OUTSIDE THE PERIMETER WITH NO SECURITY. IT WAS NEXT TO AN ABANDONED BUILDING, AND APPROXIMATELY 65’ FROM A PILE OF SMOLERING TRASH, WHICH CONTAINED CANNISTERS AND OTHER DEBRI. THE CANNISTERS COULD BE OF NO IMPORTANCE, OR THEY COULD BE DANGEROUS. THEY COULD HAVE BEEN PLACED BY PERSONS WITH NEFARIOUS INTENT, OR AS A TEST TO SEE HOW THE U.S. WOULD REACT. NO REACTION TO POTENTIALLY THREATENING CIRCUMSTANCES COULD SIGNAL WEAKNESS ON OUR PART, AND EMBOLDEN TERRORISTS. THIS SITUATION WAS BROUGHT TO THE ATTENTION OF CPT ESCOFFERY, AND THE FUELLER WAS IMMEDIATELY MOVED TO A LOCATION CLOSER TO THE LSA, AND FAR AWAY FROM THE TRASH PILE.

SMOLDERING TRASH PILE NEAR FUELLER

TRASH PILE CONTINUED: THERE IS A CONTINUED THREAT TO THE HEALTH OF U.S. PERSONNEL FROM THE TOXIC SMOKE. THE WIND CAN CARRY IT TO THE LSA, AND MOTOR POOL. THE TRASH PILE IS OUTSIDE THE INSTALLATION, ACCESSIBLE TO THE LOCAL POPULATION. MITIGATION: REQUEST HN TO EXTINGUISH THE TRASH PILE FIRE, AND PROHIBIT FURTHER DUMPING THERE FOR THE EXERCISE DURATION. PROHIBIT U.S. PERSONNEL FROM APPROACHING THE TRASH PILE.

FUEL TRUCK FOUND UNATTENDED OUTSIDE THE WIRE: MITIGATION: WHILE THE FUELLER HAS BEEN MOVED AWAY FROM THE TRASH PILE, IT IS STILL OUTSIDE THE LSA PERIMETER. THE ON-SITE ATO SHOULD EVALUATE THE NEW LOCATION OF THE FUELLER FOR STANDOFF DISTANCE TO U.S. PERSONNEL LIVING QUARTERS. THE FUELLER SHOULD BE GUARDED AT ALL TIMES BY U.S. PERSONNEL.

UNGUARDED MOTOR POOL OUTSIDE THE WIRE: THE MOTOR POOL IS LOCATED OUTSIDE THE MAIN INSTALLATION, IN AN OPEN AREA ACCESSIBLE TO THE LOCAL POPULATION FROM ALL DIRECTIONS. THERE IS C WIRE AROUND 3 SIDES OF THE MOTOR POOL, LEAVING THE MOTOR POOL COMPLETELY OPEN TO THE SIDE FACING THE ADJACENT ROAD. THERE WERE NO GUARDS PRESENT. MITIGATION: IF POSSIBLE, MOVE THE U.S. VEHICLES TO A MORE SECURE AREA. IF IT IS NOT POSSIBLE TO MOVE THE VEHICLES, THEY SHOULD BE GUARDED 24/7. REQUEST HN TO INCREASE SECURITY PATROLS AROUND THE MOTOR POOL AREA.

C WIRE ONLY AROUND 3 SIDES

RUN-DOWN RESIDENTIAL AREA: DUE TO THE PROXIMITY TO THE LSA & MOTOR POOL, AND THE FACT THAT BOTH ARE LOCATED OFF THE MAIN INSTALLATION, IT IS REASONABLE TO ASSUME CURIOUS LOCALS OR CRIMINALS WILL TRY TO GAIN ACCESS. ONE KNOWN ACT OF VANDALISM ON THE LSA HAS ALREADY OCCURRED. MITIGATION: REQUEST HN INCREASE SECURITY OF THE LSA AND MOTOR POOL. REQUEST HN POST “KEEP OUT” TYPE SIGNS AROUND THE LSA AND MOTOR POOL. THE VISIBLE PRESENCE OF U.S. PERSONNEL GUARDING THE MOTOR POOL & FUELLER, AND CONDUCTING INTERIOR PERIMETER INSPECTIONS WILL ACT AS A DETERRANT TO UNAUTHORIZED PERSONS.

DERELICT/ABANDONED BUILDINGS: POTENTIAL HIDING PLACES FOR UNAUTHORIZED PERSONS. PHYSICAL DANGER TO CURIOUS U.S. PERSONNEL. MITIGATION: PROHIBIT U.S. PERSONNEL FROM ENTERING THE BUILDINGS.

ADAZI MAIN INSTALLATION AT/FP ISSUES: MAIN GATE: HAS ONLY DROP BAR BARRIER POV’S PARKED IMMEDIATELY OUTSIDE THE GATE NO SERPENTINE TO SLOW TRAFFIC NO SEPARATE VEHICLE SEARCH LANE INTERIOR: ORDINANCE USED AS DECORATION THROUGHOUT THE INSTALLATION

MITIGATION: MAIN GATE: REQUEST HN RESTRICT POV PARKING. REQUEST HN SEARCH NON-MILITARY VEHICLES ENTERING THE INSTALLATION. REQUEST HN EMPLACE BARRIERS TO SLOW IN-COMING TRAFFIC.

MITIGATION: INSTALLATION INTERIOR: ADVISE U.S. PERSONNEL TO STAY AWAY FROM ORDINANCE. ASK HN TO DETERMINE THE STATUS OF THE ORDINANCE.

DIRECTION TO ON-SITE ATO: IMMEDIATELY REQUEST HN REMOVE THE BOXES NEAR THE MOTOR POOL. REQUEST HN EMPLACE C WIRE AROUND THE ENTIRE INSIDE LSA PERIMETER. REQUEST HN INCREASE LSA AREA AND MOTOR POOL PATROLS. DIRECT U.S. PERSONNEL TO CONDUCT REGULAR WALKS AROUND THE INSIDE LSA PERIMETER. REQUEST HN EXTINGUISH THE TRASH PILE FIRE, AND PROHIBIT FURTHER DUMPING THERE FOR THE EXERCISE DURATION. PROHIBIT U.S. PERSONNEL FROM APPROACHING THE TRASH PILE.

DIRECTION TO ON-SITE ATO CONTINUED: COORDINATE WITH HN REGARDING MAIN GATE CONCERNS. ADVISE U.S. PERSONNEL TO STAY AWAY FROM ORDINANCE. ASK HN TO DETERMINE THE STATUS OF ORDINANCE ON THE INSTALLATION. ASK HN TO INTERPRET THE GRAFFITI ON THE TENT. IS IT ANTI-US? FOLLOW UP WITH HIGHER ATO & REQUEST ASSISTANCE AS NECESSARY.
