What is WEM in practice? The main goal is to improve the management of training placements abroad for pupils and students in training. This means in particular: Improved mechanism when choosing a placement Improved monitoring of the training placement abroad A common and transferrable approach to support the people involved in the implementation of placements
WEM – For What Purpose? Training placements abroad are increasingly recognised as valuable training component. But there are problems: The participating institutions are different in character (universities, training agencies, private and public entreprises, local and regional authorities) National legislation and practice of training placements differ considerably Individuals (tutors, administrators, students, pupils) have sometimes little international or European experience In some countries, e.g. Italy, training placements have only been recently introduced into vocational training legislation
What will WEM do? Compare national practice and find out existing best practice Develop a shared system to Prepare Monitor and Certify practical placements abroad Disseminate the common procedure nationally and Europe - wide Create a database which collects offers and requests for placement in a common format, in coherence with the needs of preparation, monitoring and certification
WEM - Value Added for the Students? Access to offers of placements, which are clear (requirements, tasks, use in their training path) Better guidance before and during the placement A certification, which gives substantive information on their tasks and performance
WEM - Value Added for the Education Agencies? Preparation of placements is easier and can be done by more people More ensurance of success of placements – better motivation of pupils/students and their families Better information on the requirements the entreprise has for specific placements More structured way of cooperation with tutors in the entreprise Easier communication with European partners on the basis of agreed concepts
WEM - Value Added for the Social Partners ? Hosting entreprise: Clear guidance on their tasks for receiving a trainee Hosting entreprise: Possibility to communicate more clearly the requirements that a trainee must fulfill Future employers: Increased transparency of qualification acquired by pupils/students abroad Opening up of training placement to new target publics, e.g. un-employed adults, because of increased information
WEM Project Timetable 2003 February - June Information and Data Survey on a national basis Data Analysis – sharing and best practice May - December Standard Procedure for placement preparation, monitoring and certification Design a testing system May – September Set up the Practical Placements Database. It will be fed with information during the project and after.
WEM Project Timetable 2004 November 2003 – September 2004 Testing of the procedure – 10 trainees per country sent abroad February - October Adapt and publish the procedure on Web-site and as CD Rom January 2005 Dissemination conference. Dissemination happens throughout the project on national and European levels.
