Overview Federal Grant of $1.4 Million to purchase/rehab/resell/lease foreclosed or distressed properties Demonstrated 50% Expenditure of Grant Funds by March 2013 Deadline Must Expend 100% of Grant Funds by March 2014 Deadline Possible Expansion of Target Area to reflect changing market conditions –Fewer foreclosures available

Housing Rehabilitation Program Update

Overview State Grant of $750,000 to assist low/moderate income households with housing rehabilitation Program close out scheduled for end of year Last round of bids in July Number of Households Assisted: 9 Amount Expended with Local Contractors: $225,000

 Federal Program that started in 1974 to provide funding for housing and community development.  The National Objectives of the Program are to: 1)Benefit low- and moderate-income persons (LMI) 2)Prevent or eliminate slum or blight 3)Address urgent community development needs (Emergency) CDBG Entitlement Program - Background

 Local Decision on Programs & Projects to Fund  Programs Must meet National Objectives CDBG Entitlement Program - Background

Example Project/Programs that Beneficiary Must be LMI (National Objective)  Housing Related Activities  Public Services (Limited to 15% of Grant)  Economic Development  Infrastructure Improvement  (In Qualified Areas based on Census or benefits area 51% or greater LMI Area).  Planning/Administration for Program (limited to 20% of allocation) CDBG Entitlement Program

FFY 2013 Income Limits

CDBG - Consolidated Action Plan  Discussion and Recommendation  The Citizens Advisory Task Force (CATF) recommends the following:  Adjust the maximum amount available to assist owner-occupied households for home-repairs to $35,000. This will provide assistance to more qualified households.  The CATF recommends no other changes to the proposed 1-year Action Plan.
